Hanoi: Determined to create breakthroughs to lead the country's growth

Hanoi capital city aims for impressive growth of gross regional domestic product (GRDP) from 10% to 10.5% in 2026, with a series of breakthrough, drastic and effective solutions.

On the morning of September 9, the working delegation of the National Assembly's Economic and Financial Committee worked with the Hanoi People's Committee on the implementation of the socio-economic development plan, finance - budget and public investment.

Set high goals for the coming period

At the meeting, Director of the Department of Finance Nguyen Xuan Luu briefly reported on the results of the implementation of the Socio-Economic Development Plan (SEDP), finance - budget, public investment in 2025 and plans for the next stages. Accordingly, in the first 6 months of 2025, Hanoi 's GRDP increased by 7.63%, higher than the same period in 2024 (6.13%) and the proposed scenario (7.59%), aiming for the whole year's target of 8% or more.

Total state budget revenue in the city by August 20, 2025 reached VND 460,236 billion, reaching 89.6% of the estimate, up 34.8% over the same period in 2024. Estimated for the whole year of 2025, total revenue is expected to be VND 607,384 billion, reaching 118.2% of the estimate.

In the 2021-2025 period, the capital's economy will grow at an average of 6.57% per year, 1.1 times higher than the national growth rate. It is expected that by 2025, the economic scale will reach about 63 billion USD, accounting for 41.54% of the Red River Delta and 12.6% of the country; GRDP per capita is estimated at 175 million VND (about 7,200 USD).

For the 2026 plan, Hanoi has developed three growth scenarios, of which the selected scenario is a target GRDP growth of 10-10.5%. In the 2026-2030 period, the city strives for an average GRDP growth rate of 11.0%/year or more; GRDP per capita of over 12,000 USD.

Regarding the Ring Road 4 Project - Capital Region, all 7/7 component projects have been approved for investment by the People's Committees of Hanoi, Hung Yen, and Bac Ninh provinces and cities, and contractors for the parallel road component projects are currently implementing construction along the entire route. The site clearance rate of the entire project has reached nearly 99%.

Chairman of the Hanoi People's Committee Tran Sy Thanh emphasized: "This is the first PPP project in the country and the preparation time is only 8 months. That shows the determination of the entire city's political system, daring to do and daring to take responsibility."

Synchronously deploy 4 task groups

Speaking at the meeting, Vice Chairman of the National Assembly Nguyen Duc Hai emphasized that Hanoi needs to continue to build a vision, clearly affirming its role as a national political and administrative center, and at the same time being the nucleus of the Capital Region and the Red River Delta in the regional and national connectivity space. Vice Chairman of the National Assembly Nguyen Duc Hai suggested that Hanoi deploy key task groups.

Firstly, the city needs to have leadership solutions and direct the implementation of targets that are still low or may not be completed compared to the goals set for the 2020-2025 term. Strive to complete the goals and tasks of the term at the highest level.

Second, Hanoi needs to make efforts and find solutions to promote its role as a driving force in the Hanoi - Hai Phong - Quang Ninh growth triangle, connecting with the Northern midlands and mountainous areas as well as the Northern key economic region. Vice Chairman of the National Assembly Nguyen Duc Hai also requested Hanoi and related localities, ministries and sectors to focus highly on implementing the tasks of the Ring Road 4 - Capital Region Project, resolutely ensuring the progress and quality of the project in accordance with political commitments.

Third, the city continues to resolutely and drastically implement the resolutions, directives, conclusions and instructions of the Central Government, ensuring conditions of human resources - material resources - financial resources to effectively implement the 2-level local government model, associated with promoting the construction of a modern administration based on a digital platform.

Fourth, Vice Chairman of the National Assembly Nguyen Duc Hai suggested that Hanoi continue to closely follow the 4 Resolutions of the Central Committee and 3 Resolutions of the National Assembly to concretize them in accordance with the characteristics of the situation and advantages of the city. Promote the development of knowledge-based economy, synchronous infrastructure, science - technology and innovation, linking innovation with its own strengths.

Vice Chairman of the National Assembly Nguyen Duc Hai emphasized: “To achieve this growth target, great efforts are needed from localities. With its position as the national political and administrative center, and its important responsibility in leading regional and national growth targets, Hanoi must continue to have more breakthrough, drastic and effective solutions, with higher requirements than other localities.”
