Clearance of the Ring Road 2 and Nguyen Trai Bridge project completed in October

Hai Phong City requires localities to complete site clearance in October, ensuring the construction progress of Nguyen Trai Bridge and urban beautification of surrounding areas.

On the morning of September 13, Comrade Le Ngoc Chau, Deputy Secretary of the City Party Committee and Chairman of the City People's Committee, inspected the progress of several key traffic projects including: Ring Road 2, Tan Vu - Hung Dao - Bui Vien section; Nguyen Trai Bridge and urban beautification of the surrounding area.

Also accompanying were Mr. Le Anh Quan, Permanent Vice Chairman of the City People's Committee, and representatives of the leaders of departments, branches, units, and localities where the project passed through.

After inspecting the construction work at the site, listening to the reports of the investor, construction unit, departments, branches and local authorities on the progress of the projects, Chairman of the City People's Committee Le Ngoc Chau emphasized: The investment project to build the Ring Road 2 section of Tan Vu - Hung Dao - Bui Vien Street and the construction of Nguyen Trai Bridge, and urban embellishment of the surrounding area are two key traffic projects of the city. After completion and put into operation, the projects will contribute to perfecting the traffic infrastructure system, overcoming the congestion on the road to the city's seaport area...

However, both projects are currently facing problems related to site clearance. The delay in site handover not only directly affects the construction progress but also affects the disbursement plan of public investment capital allocated to the projects.

The Chairman of the City People's Committee requested the authorities of Hai An, Hung Dao, Kien An and Ngo Quyen wards to mobilize the synchronous participation of the entire political system and local organizations to propagate and mobilize organizations and households to soon agree and hand over the site to implement projects for the city's development. During the propaganda and mobilization process, local authorities consistently held the view that the city should apply the maximum regimes and policies and implement publicity and transparency in compensation and support for site clearance. By October 2025 at the latest, localities will complete site clearance work to hand over to investors.

The Chairman of the City People's Committee requested the Hai Phong Traffic and Agricultural Construction Project Management Board (the investor of the two projects) to strengthen the direction of contractors and supervision consultants to mobilize human resources and equipment to speed up the progress of the bid packages. The construction process must ensure the requirements on quality, technical aesthetics of the project, traffic safety, labor safety, and environmental sanitation.

In particular, before, during and after the City Party Congress for the 2025-2030 term, construction units should pay attention and have solutions to ensure environmental sanitation, aesthetics and traffic safety because the construction sites of the two projects pass through Pham Van Dong, Le Thanh Tong, Nguyen Trai streets... which are all important routes of the city.

The Chairman of the City People's Committee assigned the City Police to direct professional units and local police to coordinate with investors and construction units to increase forces to participate in traffic regulation and guidance, ensuring security, order and traffic safety throughout the project implementation process.

Regarding the progress of the relocation of Hoang Dieu port, Chairman of the City People's Committee Le Ngoc Chau assigned the Office of the City People's Committee and relevant departments and branches to urgently work with Vietnam National Shipping Lines and Hai Phong Port Joint Stock Company to agree on the handover of all land related to the project as soon as possible. The city is determined not to postpone the relocation of Hoang Dieu port, because the policy of relocating the port has been in place for a long time and the city creates the best conditions for businesses to organize and rearrange production and business activities.

The investment project to build the Ring Road 2 section of Tan Vu - Hung Dao - Bui Vien Street has a total investment of 7,020 billion VND. In 2025, the project was allocated capital of 3,218.5 billion VND. As of September 12, the project packages had disbursed 1,992.7 billion VND, equivalent to 61.9% of the plan. However, the project is facing difficulties related to site clearance in Hai An, Hung Dao and Kien An wards.

The project to invest in the construction of Nguyen Trai Bridge and urban beautification of the surrounding area has a total investment of 6,235.5 billion VND. To date, the construction volume has reached 25.1% of the contract value, including 2 main construction packages: Package 15 (construction of approach bridges, access roads and intersections) reaching 707.4/1,435 billion VND (45.4%); Package 14 (construction of main cable-stayed bridge) reaching 248/2,367 billion VND (10.4%). The project is facing problems with the site clearance at 2 apartment buildings at 6 Nguyen Trai Street and 8 May To Street; the site clearance at Hoang Dieu Port area and dismantling the railway section and railway station at Hoang Dieu Port area.
