Training staff with good technology and solid expertise
Mr. Nghiem Van Hach, Secretary of the Party Committee of Tam Da commune, shared: In the current process of streamlining the organizational apparatus, the level of information technology, management capacity, and service attitude of cadres are extremely important factors to successfully implement the major policies of the Party and State, aiming to serve the people and businesses more and more effectively. After being assigned the new task, my comrades in the Party Committee discussed and agreed to determine that the urgent task now is to train a team of cadres who are steadfast in political qualities, ideology, exemplary in maintaining public ethics, sense of discipline, order, and professional proficiency.

Tam Da commune was merged from 3 communes Tam Da, Dong Phong, Thuy Hoa. Based on practical requirements, along with thinking, awareness and action, Party Secretary Nghiem Van Hach and local Party Committees and authorities discussed and developed a plan and expected to use up to 500 million VND, accounting for 50% of the budget from the State's commune-level streamlining according to Decision No. 759 dated April 14, 2025 of the Prime Minister, for on-site staff training, combined with inviting leading experts from the Central and the province to train and provide training.
Having held the role of Deputy Director of the Department of Information and Communications, Deputy Director of the Department of Culture, Sports and Tourism of Bac Ninh province (formerly), with his expertise in information technology, Mr. Nghiem Van Hach understands better than anyone that digital transformation is the key and driving force for officials and civil servants to effectively operate the 2-level local government model. He proactively invited an official with a university degree in information technology from the Department of Science and Technology of Bac Ninh (formerly) to work in Tam Da.
With his youthful energy and enthusiastic spirit of dedication, Mr. Nguyen Thanh Xuan, born in 1994, has joined the collective of cadres and civil servants of Tam Da commune to enter a new phase. Mr. Xuan shared: “In order for cadres and civil servants to approach the new model, before operating, we tested it together and shared skills in using software on the provincial administrative procedure system, national public services, civil status - justice... Since implementing the 2-level local government model in Tam Da commune, I have regularly monitored, discussed, handled or proposed to handle arising situations”.
Increase the initiative of local government
The current two-level local government model takes on many additional tasks and powers previously assigned to the district level, in order to increase the autonomy and proactiveness of grassroots governments and better meet the needs of the people.

Yen Phong commune was merged from 4 units: Cho town, Trung Nghia commune, Long Chau and Dong Tien commune. The basic infrastructure conditions ensure the operation of the 2-level local government model. Secretary of Yen Phong commune Party Committee Nguyen Van Hoan said: Immediately after coming into operation, the commune promptly organized meetings to deploy tasks. Each group of work is assigned specifically and clearly, each cadre is assigned practical tasks, suitable for professional capacity. Being a densely populated area with more than 63 thousand people, from July 1 to now, Yen Phong commune Public Administration Service Center has arranged 8 personnel to perform professional tasks and handle administrative records and procedures for people. From July 1 to 10, the Center received and processed 1,473 applications (100%), including 35 online applications related to the fields of authentication, civil status, social insurance, land registration, etc.
Since the two-level local government model in the province came into operation, the Provincial Party Committee has established many working delegations led by Standing Committee members of the Provincial Party Committee and members of the Provincial Party Committee Standing Committee to visit and encourage cadres and civil servants. On July 8, after inspecting the facilities and operations of the Yen Phong Commune Public Administration Service Center and Tram Lo Ward, Chairman of the Provincial People's Council Nguyen Viet Oanh praised the solidarity and efforts to overcome difficulties of the localities; affirming that the two-level local government is a new model, requiring each cadre and civil servant, especially the heads of Party committees and authorities, to promote the motto of "holding hands and showing how to do things" in training and fostering cadres. Only then can we overcome the initial difficulties to complete the tasks, meeting the trust and expectations of the people. The new situation requires each cadre and civil servant to constantly innovate, self-train, practice, listen to the opinions of colleagues and the people to successfully complete assigned tasks.
