According to ABC News, the ban on Telegram on government devices was announced by the National Security and Defense Council of Ukraine on September 20.
The National Cyber Security Coordination Center of Ukraine said it had issued the ban on devices of government employees, military personnel, security and defense forces, and employees working on critical infrastructure.
At a meeting on September 19, the Security Service of Ukraine and the General Staff of the Armed Forces of Ukraine accused Russia of actively using Telegram for cyberattacks, fraud, spreading malware, locating users and adjusting missile attacks.
Ukrainian intelligence chief Kyrylo Budanov said Russian intelligence agencies could access the app's users' personal messages, including deleted ones, as well as their personal data.
However, the ban also includes exceptions for the use of Telegram for official duties. Ukrainians are free to use the messaging app on their personal devices.
Telegram is a popular app in Ukraine, used not only for messaging but also for reading news, including updates on Russian airstrikes.
Even senior Ukrainian officials like President Volodymyr Zelensky use Telegram to interact with the public and report on developments in the conflict.
It is likely that Mr. Zelensky will continue to use Telegram to transmit public messages, as this is his official responsibility.
