Yesterday (July 19), the morning and afternoon weather forecasts announced that Ha Long Bay had level 2 and level 3 winds, with no further warnings.

After receiving the additional storm warning bulletin, the port authority began to implement the announcement to stop issuing licenses to all cruise ships and inform the group of ship owners about the weather situation, Mr. Minh said at a press conference on the afternoon of July 20.
However, the Green Bay ship encountered a sudden storm and capsized at around 1:30 p.m. - before 2 p.m., when the storm warning bulletin was sent.
According to witnesses, when the ship left the dock to reach the first sightseeing spot, the weather quickly changed from hot and sunny to rainy and windy.
Everyone in the group asked the ship operator to return to port, but the ship owner and crew members still encouraged them, saying that they were about to reach the first sightseeing spot of the journey. Therefore, the ship was allowed to continue moving.
After that, everyone asked for life jackets and was instructed by the crew that the life jackets were under the table. Seeing the heavy rain and strong wind causing the ship to rock, many people put on their life jackets and settled down.
However, the ship then capsized in just about 10 seconds.
By this afternoon, July 20, authorities had rescued 10 people and found 35 dead victims.
