The strongest wind near the storm center is level 11 (103 - 117 km/h), gusting to level 14; moving in the West Northwest direction at a speed of about 20 - 25 km/h.

Forecast of the storm's progress in the next 24 - 72 hours: The northern sea area of the North East Sea has strong winds of level 8 - 10, the area near the storm's center has winds of level 11 - 12, gusting to level 15; waves are 5 - 7m high. The sea is very rough.
From the night of July 20, the northern sea area of Bac Bo Gulf (including the special zones of Bach Long Vi, Co To, Cat Hai) has winds gradually increasing to level 6 - 7, then increasing to level 8 - 9, the area near the storm's center is level 10 - 11, gusting to level 14; waves are 2 - 4m high, the area near the center is 3 - 5m. The sea is very rough.
From July 21, the sea area in the southern Gulf of Tonkin will have winds gradually increasing to level 6 - 7, near the storm center level 8 - 9, gusting to level 11, waves 2.0 - 4.0m high. The sea is very rough. Ships/boats operating in the above-mentioned dangerous areas are likely to be affected by storms, whirlwinds, strong winds, and large waves.
Weather forecast for Vinh Long province today and tonight (July 20): Cloudy, showers in the afternoon and evening in about half of the area and thunderstorms in some places (rain concentrated in Vinh Long province and the West | old Ben Tre ). In response to the developments of storm No. 3, Mr. Nguyen Quynh Thien - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee requested localities to closely monitor the developments of the storm, provide guidance and ensure safety for boats and vehicles operating at sea and along the coast; promptly inform people about the storm situation. Boats operating at sea regularly monitor and update the location and path of the storm to have direction of movement and find safe shelter.
*Previously, in order to proactively respond to dangerous weather (big waves, strong winds at sea; rain, thunderstorms, lightning,... on land) due to the impact of storm No. 3, on July 19, the Department of Agriculture and Environment of Vinh Long province issued an official dispatch requesting provincial departments and branches; People's Committees of communes and wards, especially coastal localities, to closely monitor warning bulletins, weather forecasts, developments of storm No. 3, strong winds, big waves and dangerous weather at sea and on land; promptly notify captains, owners of vehicles and vessels operating at sea to proactively prevent and have appropriate production plans, as well as have plans to ensure safety for people and property; maintain communication to promptly handle bad situations that may occur; be on guard against tornadoes and gusts of wind during thunderstorms.
At the same time, strengthen information and propaganda work on developments and measures to respond to storms and dangerous weather at sea and on land through mass media so that people can proactively prevent and reduce damage. Prepare rescue forces and means to promptly deploy rescue when required...
