Promoting e-commerce development: Transparency of e-commerce environment is needed

For e-commerce activities to develop sustainably, it requires synchronous coordination between state management agencies, the business community and raising consumer awareness. Thereby, it will contribute to the formation of a healthy, transparent and effective e-commerce ecosystem, creating a foundation for long-term growth.

From July 1, 2025, Decree No. 117/2025 of the Government regulating tax management for business activities on e-commerce platforms and digital platforms of households and individuals will take effect. This is a major adjustment in tax management, aiming to increase the efficiency of tax collection for online business activities. In particular, assigning e-commerce platforms to deduct and pay taxes on behalf of sellers helps simplify tax obligations for sellers, while improving the efficiency of tax management in the digital business environment.

In the coming time, the provincial Tax Department will focus on propaganda so that organizations and individuals doing e-commerce business understand and implement. The tax agency recommends that business owners, legal representatives of enterprises, households and individuals doing e-commerce business and doing business on digital platforms proactively approach and learn about tax laws and comply with tax registration, declaration and payment as prescribed; individuals who have been doing e-commerce business and doing business on digital platforms but have not yet registered for tax need to urgently register, declare and pay taxes fully, on time and promptly with the tax agency. The Tax Department will review and compare the database source with the tax declaration and payment situation of organizations and individuals doing e-commerce business. In case of not receiving cooperation from taxpayers, the Tax Department will inspect and strictly handle business activities that do not perform or do not fully perform tax obligations as prescribed. In cases of intentional non-compliance, the tax authority will consolidate the records and transfer them to the competent authority to investigate and handle tax evasion in accordance with the provisions of law.

Recently, the Provincial Consumer Protection Association has received a number of complaints and feedbacks related to e-commerce activities, such as: Delivery of fake goods, poor quality goods, false advertising or refusal to provide warranty, return products, etc. Thereby, the association has coordinated with relevant units (Market Management, Enterprises) to promptly handle and support consumers. In addition, the association also regularly organizes propaganda and training to raise legal awareness for consumers and promote safe shopping habits in the online environment.

However, in reality, there are still many shortcomings in e-commerce, especially the lack of information transparency, commercial fraud and protection of personal privacy. We recommend that the authorities tighten the management of e-commerce platforms, especially the control of product information and the responsibility of sellers. At the same time, there should be a transparent and quick handling mechanism when complaints arise. On the consumer side, it is necessary to raise awareness, choose reputable platforms and be careful in providing personal information.
