Expressing his belief that Mr. Thang will successfully complete his assigned tasks, the Prime Minister noted that we are facing major problems in the fields of agriculture - farmers - rural areas and management of natural resources and minerals.
“The question is how to develop agriculture, improve farmers’ lives, build new rural areas while still protecting the environment and preserving natural resources. This is really a big problem for us,” said the Prime Minister.
Emphasizing that the tasks set for 2025 are extremely difficult, as this is the final year of the 13th National Party Congress, Prime Minister Pham Minh Chinh requested that the goals set by the Party and State for the industry must be completed.
The Prime Minister requested the Ministry of Agriculture and Environment to continue decentralizing and allocating resources, while improving the implementation capacity of local officials. In particular, the Central Government plays the role of coordinating, managing the state and planning the sector's development strategy, ensuring that plans and projects meet the needs of the country and the people.
The head of the Government suggested that professional work must be led by strict legal tools from the central to the grassroots level. Administrative procedures related to land licensing, natural resources and environment should be assigned to the provincial level, while inspection and monitoring tools should be designed to assess the development process.

Speaking at the inauguration ceremony, Mr. Tran Duc Thang, Acting Minister of Agriculture and Environment, affirmed that he will strive to complete the assigned tasks well.
In the immediate future, he will focus on carefully preparing and successfully organizing the first Congress of the Party Committee of the Ministry of Agriculture and Environment for the 2025-2030 term; implementing solutions to promote production development, ensuring the completion of goals and tasks assigned by the Government and the Prime Minister this year.
Acting Minister Tran Duc Thang emphasized the spirit of continuous learning, quickly approaching and grasping new tasks; urgently and resolutely implementing work, not allowing interruptions or delays.
The Ministry of Agriculture and Environment will continue to innovate and improve institutions and laws, promote administrative reform and digital transformation; strengthen administrative discipline and order, and promote the responsibility of leaders.
Mr. Thang believes that with the joint efforts and consensus of all cadres, civil servants, workers and a long tradition, the Ministry of Agriculture and Environment will continue to achieve important and practical achievements to welcome the 14th National Congress of the Party, making many contributions to the common achievements of the country in the new era.
Acting Minister of Agriculture and Environment Tran Duc Thang was born in 1973, in Vinh Phuc (now Phu Tho province). He is a PhD in Economics and a member of the 13th Party Central Committee.
He held the positions of Deputy Director, then Director of the Department of Public Asset Management (Ministry of Finance); in October 2018, he was elected as a member of the Central Inspection Commission and by 2020, he was Deputy Chairman of the Commission.
In October 2022, he was assigned by the Politburo to hold the position of Secretary of the Hai Duong Provincial Party Committee for the 2020-2025 term.
Mr. Thang was appointed by the Prime Minister to hold the position of Permanent Deputy Inspector General of the Government from July 1, when Hai Duong province merged with Hai Phong to form the new Hai Phong city.
