Prime Minister Pham Minh Chinh has just issued important instructions on building special preferential policies to attract and retain talents in the fields of science and technology, innovation and digital transformation.
This direction was given at the meeting of the Government 's Steering Committee on science and technology development, innovation, and digital transformation held this morning, July 20.

The Prime Minister assigned many specific tasks to ministries, branches, agencies and localities, such as developing special preferential policies for talents, leading experts, chief engineers and chief architects to deploy strategic systems and breakthrough initiatives (Photo: VGP/Nhat Bac).
Accordingly, this policy aims to attract leading experts, chief engineers, and chief architects to implement strategic systems and breakthrough initiatives. The dual goal is to ensure the smooth operation of the political system and promote economic growth to reach 8.3-8.5% this year.
The Prime Minister assigned the Ministry of Home Affairs the key task of developing and perfecting these incentive mechanisms and policies. Specifically:
Develop criteria, management regulations, working regimes, benefits and recruitment processes for chief engineers and chief architects to implement strategic systems and breakthrough initiatives. This task is expected to be completed and submitted to the Prime Minister for consideration and decision in July.
Develop and promulgate mechanisms and policies to attract human resources, science and technology talents, innovation, and digital transformation at home and abroad.
There is a special incentive policy to attract at least 100 leading experts to return to work in the country, to be completed in August.
Besides, the Ministry of Science and Technology also received many important tasks:
Develop, amend and supplement the Law on Digital Transformation, Law on Intellectual Property (amended), Law on High Technology (amended) and Law on Technology Transfer (amended).
Amending Decree No. 82/2024 regulating the management of investment in information technology applications using state budget capital, ensuring quick and convenient investment procedures.
Propose a mechanism to encourage the establishment of start-ups to deploy research products in research institutes and universities; implement a talent attraction strategy until 2030, with a vision to 2050. This task needs to be completed in September.
Preside over and coordinate with the Ministry of Finance, the Ministry of Industry and Trade and other ministries, branches, localities, corporations and general companies to continue deploying digital infrastructure and 5G coverage nationwide, in conjunction with promoting the deployment of satellite Internet.
Urgently overcome the situation of villages and hamlets with low signal and lack of electricity.
The Prime Minister also requested each ministry, sector and locality to select a chief engineer for information technology and a chief engineer for operations. These positions will coordinate with the Ministry of Public Security, the Ministry of Science and Technology and technology enterprises to build the architecture and digital transformation strategy of their units.
These directives demonstrate the Government's strong determination to prioritize investment in high-quality human resources, considering this a key factor to achieve breakthrough goals in science, technology and innovation, contributing to the country's sustainable development.
