Prime Minister chairs meeting of Steering Committee for Science and Technology Development, Digital Transformation, Project 06

The Prime Minister asked delegates to focus on evaluating what has been done and what has not been done; objective and subjective causes; lessons learned in directing, operating, and organizing implementation.

On the morning of July 20, Prime Minister Pham Minh Chinh, Head of the Government's Steering Committee on Science , Technology, Innovation, Digital Transformation and Project 06 (Steering Committee), chaired the 3rd meeting of the Steering Committee to review the work in the first 6 months of the year and deploy tasks for the last 6 months of 2025.

Also attending were Permanent Deputy Prime Minister Nguyen Hoa Binh ; Deputy Prime Ministers Bui Thanh Son, Ho Duc Phoc, Nguyen Chi Dung; Ministers, Heads of ministerial-level agencies, Government agencies; leaders of ministries, branches, central agencies; leaders of technology corporations and enterprises.

Opening the meeting, in the urgent atmosphere, innovative thinking and results of the 12th Central Conference of the 13th tenure, Prime Minister Pham Minh Chinh emphasized that we have gone through half of 2025, with many regular tasks and important new tasks.

These include officially operating the two-level local government model, implementing four Resolutions of the Politburo belonging to the "four pillars" on science and technology development, innovation and digital transformation; international integration in the new situation; innovation in law making and enforcement; private economic development; and in the near future, the Politburo will have new Resolutions on health, education, and culture, continuing to concretize the Resolution of the 13th National Party Congress.

The Prime Minister said that the Steering Committee organized this meeting to review the work in the first 6 months of the year and deploy tasks for the last 6 months of 2025, including assessing the development of science, technology, innovation, digital transformation and Project 06's contribution to the above important tasks of the country. Along with that, assessing the implementation of Project 06; the construction of the national database and the database of each ministry, branch, and locality...

The Prime Minister asked the delegates to focus on evaluating what has been done and what has not been done; objective and subjective causes; lessons learned in directing, operating, and organizing implementation. Thereby, proposing tasks and solutions with innovative thinking, with the spirit of "high determination, great effort, drastic action, doing each task and finishing it, focusing on key points," with "far-sighted vision, broad vision, deep thinking, big action," clearly assigning people, tasks, time, results, responsibilities, and authority" to successfully achieve the growth target of 8.3-8.5% in 2025 quickly, highly, and sustainably.

The report at the meeting said that, implementing Resolution 57-NQ/TW of the Politburo, the Government has issued an Action Program to implement Resolution 57; most ministries, branches and localities have developed implementation plans; the Prime Minister has established the Government Steering Committee on science, technology development, innovation, digital transformation and Project 06, issued the Operating Regulations and established 3 Working Groups. The Steering Committee has held 2 plenary sessions.

The Government has issued 28 decrees on decentralization, delegation of authority, and division of authority when organizing two-level local governments; the Prime Minister held many meetings and issued five dispatches requesting the assurance of facilities, the completion of upgrading the information system, the enhancement of data synchronization, and the promotion of connection and data sharing between national and specialized databases, focusing on removing obstacles in the implementation of administrative procedures and digital transformation in the initial phase of operating the two-level local government model.

In the first 6 months of the year, ministries, branches and localities have completed 76/106 tasks of the Action Program to implement Resolution 57. In particular, building and perfecting institutions and regulations for science, technology, innovation and national digital transformation, with 16 draft laws and 3 resolutions submitted to the National Assembly for approval; the Government issued 21 Decrees promoting the development of science, technology, innovation and digital transformation; promulgating a list of strategic technologies and strategic technology products with 11 strategic technology groups; the science and technology solution initiative portal was launched and 254 products and solutions were proposed on the portal; the science and technology exchange was launched; completing the local innovation index framework in 2025.

Implementing national digital transformation, currently mobile broadband telecommunications infrastructure has covered 99.3% of villages with mobile broadband connections; mobile broadband network access speed ranks 20th in the world; fixed broadband telecommunications infrastructure ranks 26th in the world; data center infrastructure has a total design capacity of 221MW; the number of enterprises providing data center services has reached 14 enterprises.

Currently, the provision of online public services and the development of digital government are being promoted, with the rate of online records in the entire process out of the total records of administrative procedure settlement in June 2025 being 39.51%.

In digital governance, 73/84 ministries, branches and localities reported data-based governance indicators; 40 agencies issued data-based governance indicators; 67 agencies built reporting systems and connected with the Government Office system.

In the first 6 months of 2025, the total cumulative revenue of the information technology industry in the first 6 months of 2025 is estimated to reach nearly 2.3 million billion VND, an increase of 21% over the same period in 2024; the export value of information technology industry products is estimated to reach 381,046 billion VND, an increase of 28% over the same period in 2024; the total number of digital technology enterprises is 75,908 enterprises; the proportion of the adult population with digital signatures or personal electronic signatures is about 33%, an increase of 11 percentage points compared to December 2024.

The Prime Minister has approved a number of projects to create a foundation for developing human resources for science, technology, innovation and digital transformation, such as human resource training; developing excellent training centers and talents in technology 4.0. In particular, about VND 25,000 billion has been allocated to ensure funding for science, technology, innovation and national digital transformation./.
