Prime Minister directs to overcome consequences of tourist boat capsize in Quang Ninh

Prime Minister Pham Minh Chinh has just signed and issued Official Dispatch No. 114/CD-TTg on directing the handling of the consequences of the tourist boat capsize in Quang Ninh. The dispatch was sent to the National Civil Defense Steering Committee; Ministers of the Ministries of National Defense, Public Security, Construction; and Chairman of the People's Committee of Quang Ninh province.

Quang Ninh province mobilized forces and means to organize rescue.

The dispatch clearly stated that, regarding the capsize of the tourist service ship Blue Bay 58 (QN 7105) in the Ti Top island area, Quang Ninh province (20°52'24"' N-107°04'30"E, east of Dau Go Cave) at 3:30 p.m. on July 19, the Prime Minister assigned Deputy Prime Minister Tran Hong Ha to be present at the scene to direct the rescue work and requested:

The Ministry of National Defense shall preside over and coordinate with the Ministry of Public Security and relevant ministries, agencies and localities to focus on finding all measures and mobilizing forces and means operating near the area of the shipwreck to urgently search and rescue as quickly and effectively as possible. Organize to properly handle the consequences, promptly visit, encourage and support the families of the victims. Investigate and clarify the cause of the incident, strictly handle violations (if any); review and inspect all procedures in ensuring maritime safety, organize to learn from experience, and immediately overcome limitations to ensure absolute safety for vehicles and ships in operation.

The National Civil Defense Steering Committee organizes the monitoring of search and rescue work, promptly coordinates and mobilizes forces and means to support the implementation of rescue work at the request of ministries and localities according to its authority, and reports to the Prime Minister for direction on arising issues beyond its authority.

The Chairman of the People's Committee of Quang Ninh province coordinated with the Ministry of National Defense, the Ministry of Public Security and relevant agencies to urgently and effectively carry out search and rescue work and overcome the consequences of the accident, promptly visit, encourage and support the families of the victims, notify the ships, boats and fishermen who were fishing on the ship in distress to increase observation and coordinate search and rescue according to the direction of the National Civil Defense Steering Committee.

The Ministry of Construction is responsible for supporting people, vehicles, rescue equipment and necessary facilities as required by competent authorities to respond as quickly as possible to search and rescue requests.
