Approval of the proposal to develop a Resolution on Financial Center in Vietnam

The Government resolved to approve the proposal to develop a National Assembly Resolution on Financial Centers in Vietnam at the request of the Ministry of Planning and Investment (now the Ministry of Finance).

On March 5, the Government issued Resolution No. 42/NQ-CP on the proposal to develop a National Assembly Resolution on Financial Centers in Vietnam.

The Government resolved to approve the proposal to develop a National Assembly Resolution on the Financial Center in Vietnam at the request of the Ministry of Planning and Investment (now the Ministry of Finance ) in Submission No. 2124/TTr-BKHĐT dated February 25, 2025.

The Ministry of Finance closely coordinates with relevant ministries, agencies, the People's Committee of Ho Chi Minh City, and the People's Committee of Da Nang City to fully and reasonably absorb the opinions of Government members and relevant agencies in the process of developing and completing the draft Resolution of the National Assembly in accordance with regulations, ensuring the quality and progress of reporting as required; ensuring compliance with the conclusions of the Politburo in Notice No. 47-TB/TW dated November 15, 2024, the Government's resolution in Resolution No. 259/NQ-CP dated December 31, 2024; instructions of Government leaders in relevant documents; taking responsibility for the contents of reports and recommendations.

Relevant ministries, agencies, Ho Chi Minh City People's Committee, Da Nang City People's Committee, according to their assigned functions, tasks, and management areas, promote a sense of responsibility, determination, efforts, and closely coordinate with the Ministry of Finance and relevant agencies in the process of completing the draft documents of the National Assembly's Resolution according to regulations.

The Government assigned the Minister of Justice, authorized by the Prime Minister, to report to the National Assembly Standing Committee on behalf of the Government: to add the draft Resolution of the National Assembly on Financial Centers in Vietnam to the Law and Ordinance Development Program for 2025 and submit it to the National Assembly for approval at a session (May 2025); submit it to the National Assembly for decision on the application of simplified procedures in the development and promulgation of Resolutions of the National Assembly in accordance with the provisions of the Law on Promulgation of Legal Documents.

The Ministry of Finance, relevant ministries and agencies, the People's Committee of Ho Chi Minh City and the People's Committee of Da Nang City shall closely coordinate with the Ministry of Justice to fully and promptly provide relevant records and documents to the Ministry of Justice as prescribed, ensuring the progress of reporting to the National Assembly Standing Committee as required.

This Resolution comes into force from the date of signing (March 5, 2025)./.
