At the end of 2023, the 18th Provincial People's Council passed Resolution 118/2023/NQ-HDND on regulations on support for training Lao students studying at training institutions in Ha Tinh province, period 2023 - 2025.

The resolution stipulates many important contents to support Lao students to have better learning conditions at educational institutions in the province such as: one-time initial support for training institutions to purchase necessary items such as blankets, mosquito nets, sinks, clothes... for use throughout the course; the support level is 1 million VND/person/course.
Support for living expenses including food, daily travel and other living expenses; the support level is 2.5 million VND/person/month for Lao students studying abroad who are pupils and students and 3 million VND/person/month for Lao students studying abroad who are officials working at State agencies in Lao localities sent to study.
By the end of 2024, the Provincial People's Council continued to issue Resolution No. 139/2024/NQ-HDND on amending and supplementing a number of articles of Resolution No. 118, including adding Laotian high school students as the support target. The resolutions that were issued and put into effect are a support for Laotian students studying at training institutions in the province. Especially for Ha Tinh Medical College - where the largest number of Laotian students are studying.
Preparing to graduate from the pharmacy major and return to her hometown to work, Bunmisay (Kham Muon province) shared: “Currently, I am completing the final steps to graduate from my major. Over the past year and a half, with the support of tuition fees and monthly living expenses from Ha Tinh province, I no longer have to worry too much about the cost of studying at school. I express my deep gratitude for the meaningful support of the Ha Tinh Party Committee and government.”

Also benefiting from the policy, Savi (Bolykhamxay province, majoring in pharmacy) confided: “For us to come here to study, our families had to make efforts to provide conditions, study and living expenses. However, the financial support from Ha Tinh province has greatly reduced the burden on our families and helped us feel more secure in our studies.”
According to a summary from Ha Tinh Medical College, in 2024, the resolution supported 342 Laotian students studying at the school with a budget of over 14.9 billion VND; in 2025, 330 students were supported with a provisional budget of over 13.5 billion VND to date.
Ms. Nguyen Thi Do Cam - Head of Training - Science and Technology - International Cooperation Department, Ha Tinh Medical College said: "In recent times, the support policies from the resolution have been extremely important, both encouraging and creating a stable financial source for Lao students to study and practice with peace of mind. The resolution has been highly appreciated by Lao localities and parents of students, thereby contributing to strengthening the special traditional relationship between Ha Tinh province and localities of Laos."

It is known that Resolutions 118 and 139 will expire at the end of 2025. However, due to the significance and effectiveness of the resolution, the Department of Foreign Affairs is coordinating with relevant departments and agencies to advise the Provincial People's Committee to propose the Provincial People's Council to issue a new resolution to replace it. In addition to ensuring the legal basis for continuing to support training for Lao students, the new resolution will supplement the support regime for Lao local officials studying and training by training institutions, departments, agencies and units in the province.
If the resolution is issued, it will facilitate the reception, training, professional development; support and technology transfer for officials of Lao provinces in the coming time, thereby contributing to further strengthening the great friendship, special solidarity and comprehensive cooperation between Vietnam - Laos, Ha Tinh and Lao localities through training and development of human resources.
