The Government Office issued Notice No. 498/TB-VPCP dated November 1, 2024, concluding the conclusion of Deputy Prime Minister Tran Hong Ha at the meeting of the Standing Committee of the National Traffic Safety Committee.

The announcement stated: In the first 9 months of 2024, the economy continued to grow, the high demand for travel created great pressure on the work of ensuring traffic safety and order (TTATGT), but with the drastic direction of the Government and the Prime Minister, along with the active participation of ministries, branches and localities, the traffic safety situation was basically ensured.

On behalf of the Prime Minister, I would like to commend and highly appreciate the efforts of ministries, branches and localities that have resolutely taken part in performing the task of ensuring traffic safety.

However, the traffic safety situation is still complicated, the number of deaths due to traffic accidents is still high, there are still some serious and especially serious traffic accidents that cause many deaths and injuries, the goal of reducing the number of cases and injuries due to traffic accidents has not been achieved; traffic congestion in large cities has not been resolved and tends to increase...

To continue to effectively implement Directive No. 23-CT/TW dated May 25, 2023 of the Central Party Secretariat on strengthening the Party's leadership in ensuring traffic safety in the new situation (Directive 23-CT/TW), the Prime Minister's Directives on ensuring traffic safety; promptly submit to the Government for promulgation of detailed Decrees and instructions for implementation, and at the same time organize the good implementation of the Road Law and the Law on Road Traffic Order and Safety, ministries, branches and localities need to specify the implementation program and plan, strengthen the inspection of the progress and quality of assigned tasks.

Complete the Project to improve the model of the National Traffic Safety Committee in November 2024

Regarding the review and improvement of the organizational and operational model of the National Traffic Safety Committee , the Deputy Prime Minister requested the Ministry of Transport to preside over and coordinate with the Ministry of Public Security, the Ministry of Home Affairs and relevant ministries and branches to review the political, legal and practical basis, and develop a project to improve the model of the National Traffic Safety Committee in accordance with the requirements in the new situation (to be completed in November 2024). In which:

Perfecting the model at all levels from central to grassroots (district, commune, ward), reviewing and adding a number of Party agencies, National Assembly agencies, aviation security agencies (ACV) to the composition of the National Traffic Safety Committee.

Improve the organization and operating regulations, expand the scope of the National Traffic Safety Committee to all areas of the transport sector (form technical subcommittees associated with each area). The leaders and standing members are leaders of ministries and agencies that are regularly and directly involved in ensuring traffic safety, assign tasks, and specify responsibilities for each ministry, sector, and agency that is a member of the National Traffic Safety Committee.

Research and develop breakthrough policies to solve major, complex, and interdisciplinary traffic safety issues. Improve the effectiveness of coordination between the National Traffic Safety Committee and ministries, branches, and localities; update and unify plans between levels, branches, localities, and the National Traffic Safety Committee; strengthen monitoring, grasp the situation, and inspect the implementation results of ministries, branches, and localities... to ensure consistency and effectiveness in the process of implementing the task of ensuring traffic safety.

Building a master plan to restore traffic safety in Hanoi city

Regarding the work of ensuring traffic order and safety , the Deputy Prime Minister requested the Ministry of Public Security to coordinate with the Ministry of Information and Communications and the National Traffic Safety Committee to continue to disseminate the Party's guidelines, policies and laws of the State and the directions of the Government and the Prime Minister on ensuring traffic order and safety.

The Ministry of Public Security continues to direct the Traffic Police force to increase the application of science, technology, professional technical equipment, and surveillance camera systems to detect and handle violations, focusing on handling behaviors that are the direct cause of traffic accidents.

At the same time, the Ministry of Public Security shall preside over and coordinate with the Ministry of Transport, the Hanoi People's Committee and relevant agencies to develop a master plan to restore traffic safety in Hanoi and report to the Deputy Prime Minister - Chairman of the National Traffic Safety Committee in December 2024.

The Ministry of Public Security continues to direct the Public Security of units and localities to strengthen the propaganda, dissemination and education of traffic safety laws in educational institutions; strengthen patrolling and control work, promptly detect and strictly handle according to the provisions of law violations of traffic safety laws, especially those that pose a risk of causing accidents for school-age children; in the implementation process, closely coordinate with the Ministry of Education and Training, the education sector, local authorities and educational institutions for joint management; have a curriculum that includes knowledge of traffic safety laws and practical skills in driving vehicles for school-age children who are allowed to use motorbikes according to the provisions of law.

The Ministry of Transport continues to complete and promulgate regulations, standards, and plans on ensuring traffic safety such as: Traffic corridors, infrastructure design, traffic structures, warnings, signs, means of transport... according to its functions and tasks.

Continue to review and handle "black spots" and "potential spots" for traffic accidents; repair damage to traffic infrastructure caused by rain and floods; prioritize signaling and lighting systems, strengthen protective walls, and build rescue routes and niches on dangerous mountain passes and deep ravines.

The Ministry of Transport directs and urges the Departments of Transport to strengthen transport management; ensure technical safety of vehicles; train, test and issue vehicle driving licenses; build transport sector databases to serve state management and ensure traffic safety.

The Ministry of Education and Training shall review, supplement and complete the program, content and form of education and teaching on traffic safety for students at all levels; develop a detailed plan to implement the Action Plan on "Do not give vehicles to unqualified people to drive vehicles in traffic" for students nationwide; strengthen the urging and inspection of local implementation; closely coordinate with the police force, local authorities and families to manage students in complying with traffic safety regulations.

The Ministry of Health strengthens coordination with the Ministry of Public Security and the Ministry of Transport in responding to traffic accidents; establishes an external emergency force, especially in remote areas.

The Ministry of Information and Communications coordinates with the Ministry of Public Security and the National Traffic Safety Committee to develop and strengthen the dissemination of the Party's policies and the State's laws on ensuring traffic safety in the new situation, and to disseminate Plan No. 282/KH-UBATGTQG dated September 29, 2024 of the National Traffic Safety Committee on implementing the provisions of the law "Do not hand over vehicles to people who are not qualified to drive vehicles in traffic".

Propose that the Supreme People's Court and the Supreme People's Procuracy strengthen coordination with the Ministry of Public Security in investigating, prosecuting and trying traffic accidents; research and develop precedents on some typical cases of traffic safety violations, in order to contribute to strictly handling violations, propagating and raising people's awareness in complying with traffic safety laws.

Promote the construction of traffic culture

Socio-political organizations and mass media agencies at the central and local levels should step up the dissemination of traffic safety laws to wards, communes, towns, and residential groups; promote the effectiveness of the grassroots radio system; innovate propaganda methods, build traffic culture according to the organization, associated with the exemplary role of leaders; focus on building a safe traffic culture in transport business units, enterprises, industrial parks with a large number of workers, universities, colleges, and vocational schools; build and replicate models of self-managed teams and groups participating in ensuring traffic safety in residential communities.

The People's Committees of provinces and centrally-run cities shall organize and seriously implement the directions of the Party, Government, ministries and branches on ensuring traffic safety; develop specific and detailed programs and plans suitable to the actual situation in the locality; regularly urge and inspect the implementation results of agencies and units in the area, especially at the grassroots level.
