The incident occurred during the second round of admission to grade 10 specializing in Russian for the 2025-2026 school year at Tran Phu High School for the Gifted. According to the announcement of the Department of Education and Training of Hai Phong City on July 5, the benchmark score for grade 10 specializing in Russian was adjusted from 36.65 to 34.95 points.
With this score, candidate PHH (registration number 1702xx) passed the entrance exam and ranked last on the announced list. Previously, candidate PHH did not have enough points in the first round of admission on June 16, so he was admitted to Le Quy Don High School.
However, on July 11, the Hai Phong Department of Education and Training received a request to re-examine the admission results of the 10th grade specialized in Russian related to candidate PNHT (registration number 1505xx).
The test results showed that the PNHT candidate had a score of 35.5 points for admission to the 10th grade specialized in Russian, higher than the announced standard score, but his name was not on the admission list.

Faced with this unusual incident, the Department of Education and Training has requested the software provider for 10th grade high school admissions for the 2025-2026 school year to check and review the second admission results.
The review results have clarified the cause of the confusion: the second correct benchmark score for the 10th grade specialized in Russian should be 35.05 points, not 34.95 points as originally announced.
According to the software provider's explanation, PNHT candidates registered for many different specialized wishes before choosing Russian as their major and their final wish was Le Hong Phong High School.
The admission software system is programmed to base on the candidates' wishes. Because the PNHT candidate was admitted to Le Hong Phong High School but did not enroll, the software system automatically removed this candidate's name from the second admission list for the next specialized wishes, including Russian. This led to the PNHT candidate, although having enough points, not being on the admission list.
Hai Phong Department of Education and Training said that immediately after discovering the error, on July 11, this unit quickly contacted and directly discussed with the parents of candidate PHH to provide information, at the same time accepted responsibility for the incident and apologized to the candidate and his family.
On July 15, the Department of Education and Training sent a document to Tran Phu High School for the Gifted and Le Quy Don High School informing them of the incident, requesting admission for PNHT candidates to Tran Phu High School for the Gifted and for PHH candidates to Le Quy Don High School.
It is known that after the announcement of lowering the standard score, male student PHH was called to enroll in the Russian specialized class, Tran Phu High School for the Gifted and completed the procedures.
