Stabilize population, improve the lives of ethnic minorities

To effectively implement ethnic policies, Son La province has proposed many specific solutions to address the shortage of residential and production land, helping ethnic minorities have housing, farming land, stable jobs, contributing to hunger eradication and poverty reduction in local ethnic minority areas.

Recently, the People's Committee of Son La province has worked with departments, branches, sectors, People's Committees of districts and cities related to the draft Resolution of the Provincial People's Council promulgating land support policies for ethnic minorities living in the province. Accordingly, the province will review and summarize the difficulties and obstacles in implementing Decision No. 24/2023 of the Provincial People's Committee stipulating production norms to implement Project 1 - National Target Program on Socio -economic Development of Ethnic Minorities and Mountainous Areas (National Target Program 1719) in Son La province to focus on removing difficulties, ensuring that ethnic minorities have housing, have land for production and are granted land use right certificates. Thereby, contributing to removing difficulties that localities are facing.

Promoting activities to care for ethnic minorities, Thuan Chau district is continuing to implement planning, stabilize population arrangements and build a system of economic and social infrastructure.

Mr. Lo Van Quy - Head of the Ethnic Affairs Department of Thuan Chau district said that to solve the shortage of residential land, housing, production land, and domestic water, in the two years of 2022 - 2023, the district has supported the construction of new houses for 170 poor households in 22 communes; 125 poor households received loans; 420 poor households lacking production land were supported with machinery, agricultural tools and job conversion; 645 households were supported with domestic water tanks. At the same time, investing in the construction of 5 clean water projects in the communes of Chieng Pha, Chieng Bom, Ban Lam, and Bon Phang.

Thuan Chau district strives to support job conversion for 740 poor households lacking production land and provide dispersed domestic water for 949 poor households by the end of 2024. Currently, the district is continuing to implement planning, stabilize the population and build a system of economic and social infrastructure, creating livelihoods for the people.

In Phu Yen district, to implement Project 1 on solving the shortage of residential land, housing, production land, and domestic water under the National Target Program 1719, Phu Yen district has focused on implementing tasks and solutions to effectively use the project's capital to motivate people to develop the economy and escape poverty sustainably. In 2024, Phu Yen district was allocated 23.8 billion VND to solve the shortage of residential land, housing, production land, and domestic water for ethnic minority households. According to Mr. Le Ngoc Son - Deputy Head of the Ethnic Affairs Department of Phu Yen district, the district has coordinated with communes to regularly inspect and urge the implementation of the National Target Program 1719 in general and Project 1 on solving the shortage of residential land, housing, production land, and domestic water in particular in the localities.

Currently, the district is disbursing housing support to 173 households according to the decision of the district People's Committee. In addition, the district also directed specialized agencies to coordinate with communes to promote the dissemination of land laws to the people. At the same time, review and update the annual land use plan, as a basis for changing land use purposes and allocating land to households that are beneficiaries of the policy.

To continue effectively implementing ethnic policies, Son La province will focus resources on investing in economic and social development; effectively integrating capital sources from programs and projects, building essential infrastructure, creating a strong shift in the agricultural economic structure. Thereby, contributing to creating favorable conditions for ethnic minorities to develop production and improve their lives.
