According to the approved railway network planning, in the future, the Hai Phong city area will form a railway hub including the existing Hanoi - Hai Phong route and newly built railway routes Lao Cai - Hanoi - Hai Phong, Mong Cai - Ha Long (Quang Ninh) - Hai Phong - Thai Binh - Nam Dinh , connecting with the Vietnam railway network and international border gates with railway connections (Dong Dang to Guangxi - China; Lao Cai to Yunnan - China...).

On February 28, 2023, the Politburo issued Conclusion No. 49-KL/TU on the orientation for the development of Vietnam's railway transport to 2030, with a vision to 2045. In particular, by 2030, strive to start construction of a number of routes connecting international gateway seaports (Hanoi - Hai Phong, Bien Hoa - Vung Tau...), international border gates (Hanoi - Lao Cai, Hanoi - Lang Son...); by 2045, complete the entire railway route connecting to transport hubs with large traffic (seaports, industrial parks, economic zones), coastal railway routes, and trans-Asian railways.

Pursuant to Conclusion No. 49-KL/TU, the Ministry of Transport has assigned the Railway Project Management Board to urgently prepare a Pre-Feasibility Study Report for the Lao Cai - Hanoi - Hai Phong Railway Project, submit it to the competent authority for decision on the investment policy, and strive to start construction in the 2026-2030 period.

Along with that, the Ministry assigned the Vietnam Railway Authority to cooperate with international organizations to develop detailed plans for the two railway lines Hanoi - Dong Dang and Hai Phong - Ha Long - Mong Cai to carry out investment preparation work.
