Tighten up management of 'junk' SIMs

The Ministry of Information and Communications is giving strong directions to end the problem of "junk" SIM cards before April 15.

As Thanh Nien has reported, there is still a situation in the market where "junk" SIMs have pre-entered subscriber information and pre-activated mobile services on distribution channels and telecommunications service providers that people can buy and use without having to register subscriber information as prescribed.

Faced with this situation, the Ministry of Information and Communications has issued drastic and strict instructions with specific timelines and clear responsibilities. Accordingly, the Ministry of Information and Communications requires that by April 15, telecommunications enterprises must complete the handling of all SIMs showing signs of channel surplus, ensuring that all SIMs sold at telecommunications service points do not have subscriber information pre-loaded before activation and can only be activated and newly developed by the telecommunications enterprises themselves after implementing solutions to ensure complete and accurate subscriber information according to regulations, and at the same time match the national population database.

The Minister also requested that before March 22, 2-way locked SIMs with subscriber information and a tariff plan must change their status to SIMs without subscriber information. Before April 15, 1-way locked SIMs with signs of activation must change their status to SIMs without subscriber information; after processing the subscription file with one document under the name of multiple SIMs.

After April 15, 2024, the Ministry of Information and Communications requires mobile telecommunications enterprises to take full responsibility if their SIM cards are still activated, bought, sold, and circulated on the market. In case of detecting subscriber SIM cards sold or provided at telecommunications service points with subscriber information available before activation or use; activated or put into use but with information that does not match the national database on population..., the Ministry of Information and Communications assigns the Ministry's Inspectorate to conduct inspections and handle violations with the highest penalty being suspension of new subscriber development activities. At the same time, the Ministry of Information and Communications will issue a document reminding the enterprise and reporting to the Prime Minister for consideration of disciplining the head of the violating enterprise.
