According to Minister Dao Hong Lan, the implementation of the Electronic Health Book on VNieD will help people proactively monitor and manage their health information continuously and throughout their lives, saving on individual health care costs; helping medical staff collect complete and accurate information about diseases, medical history, and risk factors affecting health, facilitating the diagnosis and treatment of patients.
At the same time, the Ministry of Health is the state management agency in managing people's health data, timely forecasting in disease prevention, managing medical examination and treatment, and planning more effective health policies and many other benefits.
The Commander of the Health Sector said that recently, the Ministry of Health has coordinated with the Ministry of Public Security and other ministries, sectors and localities to implement the task of digitizing people's health information through the Electronic Health Book platform on the VNeID platform.
To date, 34/34 provinces and cities have deployed Electronic Health Books on the VNeID platform; 100% of medical examination and treatment facilities that have signed contracts for health insurance examination and treatment have connected with the National Population Data Center, integrating nearly 21 million health insurance card accounts, completing 24,429,721 people's health books.
To carry out this task, the Ministry of Health has proactively urged the implementation of tasks related to the construction of the Electronic Health Book platform, focusing on establishing a legal corridor. The Ministry has issued relevant decisions and instructions, including Decision 2733/QD-BYT dated September 17, 2024 guiding the pilot implementation of the Electronic Health Book for integration on the VneID application; Decision No. 1227/QD-BYT stipulating a list of common codes for paraclinical indicators, including indicators related to biochemical tests for interconnection and use, reducing costs for people when implementing electronic health books and electronic medical records...
Frankly admitting, Minister Dao Hong Lan said that the implementation of the Electronic Health Book on the VNeID application has initially achieved certain results, however, in the actual implementation process, this task has also clearly revealed shortcomings and limitations such as: issues related to equipment and information technology platforms, unstable connection lines; not ensuring security and safety in the issue of data concentration in the health sector...
The Minister said that these problems do not only exist at the central level, but through understanding the reality at the localities, up to now, the health sector has not had any comprehensive coordination in implementing shared software.
Proposal to calculate IT costs in medical examination and treatment service prices
To continue to complete the implementation of the Electronic Health Book on the VNeID platform, striving to achieve the target of "by the end of 2025, 100% of medical facilities including public and private have 40 million people using the Electronic Health Book"; 100% of people have an Electronic Health Book by 2030, the Ministry of Health will continue to review and complete the legal framework, deploy digital data signature to ensure legality when connecting medical examination and treatment data.
At the same time, strengthen inter-sectoral coordination with the Ministry of Public Security and Vietnam Social Security to research and deploy solutions to ensure interconnected infrastructure, security and data storage; provide utilities for doctors of medical examination and treatment facilities to exploit people's medical examination and treatment history from the software of medical examination and treatment facilities.
In addition, the Ministry also coordinates with the Ministry of Finance to develop data sharing applications to connect with medical examination and treatment management software, electronic medical record software of medical examination and treatment facilities; coordinates to develop a management subsystem for exploiting electronic health book data for localities; coordinates with the Ministry of Public Security in the process of building a monitoring tool to implement electronic health book connectivity, adding features to the electronic health book software such as managing vaccination services, pregnancy check-ups, reminders for follow-up appointments, electronic prescriptions, etc.
