According to the Plan, regarding public investment projects, priority is given to investing in driving and key projects that have a direct impact on socio-economic development goals, have great spillover effects, and create new impetus for the growth and development of Da Nang City in the spirit of the Resolutions and Conclusions of the Politburo and the National Assembly, including: Projects that create new development space and new capacity, promote the development of the city in a civilized, modern and sustainable direction; technical infrastructure projects (urban-combined transport (TOD), infrastructure serving Free Trade Zones, High-tech Zones, industrial parks, industrial clusters, fishery logistics services for tourism); social infrastructure, information and communication infrastructure, urgent digital transformation, semiconductor chips, artificial intelligence, irrigation projects, dykes, embankments, adaptation to climate change, environment, innovation, ensuring national defense and security...

For investment projects using capital sources other than public investment capital: Attract investment to complete infrastructure to promote investment efficiency of infrastructure projects that have been and are being implemented using public investment capital. Attract investment to expand and improve productivity and efficiency of production and business establishments in the city's dynamic areas.

Priority sectors and fields for investment attraction include: seaport systems, inland waterway ports, logistics infrastructure; infrastructure of industrial parks and industrial clusters; high-tech processing and manufacturing; information technology and communications infrastructure, artificial intelligence; concentrated agricultural, forestry, aquatic and seafood production and processing zones, high-tech applications; power source development; clean water supply; infrastructurefor education , healthcare, culture, sports, science and innovation, environment, trade and services.

Land use plan

Regarding the 5-year land use plan for 2021 - 2025: Develop and submit to competent authorities for approval the Da Nang City Land Use Plan for the period 2021 - 2025, district and county land use plans, ensuring land funds to implement development orientations for sectors, fields, and projects identified according to the Prime Minister's Decisions.

Develop a 5-year land use plan for 2026 - 2030: Da Nang needs to develop and submit to competent authorities for approval the Da Nang City Land Use Plan for the period 2026 - 2030, district and commune land use plans, ensuring land funds to implement development orientations for sectors, fields, and projects identified according to national and city planning. At the same time, effectively manage, exploit, and use land resources to have appropriate planning and investment calling plans to promote the release of land resources; improve the quality of construction planning and management, and architectural planning management in depth, towards building green urban areas and smart cities; effectively implement Conclusion No. 77-KL/TW dated May 2, 2024 of the Politburo on the Project "Plan to remove difficulties and obstacles related to projects and land in inspection, examination and judgment conclusions in a number of provinces and cities".

Resources for implementing the planning: The 2021 - 2030 period is expected to require mobilizing about VND 800 trillion in development investment capital (at current prices), equivalent to about 40% of GRDP, of which investment capital from the State economic sector accounts for about 25% of total investment capital (the 2021 - 2025 period is about 25 - 30% and the 2026 - 2030 period is about 20 - 25%); investment capital from the non-State economic sector needs to be mobilized at a high level, expected to be about 60 - 65% of total investment capital; attracting FDI capital is about 10 - 15% of total investment capital.

Focus on attracting strategic and key investors in line with the city's development orientation and key industries, high technology, new and advanced technology, modern management, etc. Expanding domestic and foreign market connections; deeply participating in the global production network and value chain, contributing to improving labor productivity, the technological level of the economy, the city's competitiveness, promoting economic restructuring, associated with growth model innovation on the basis of the Fourth Industrial Revolution.

Strengthen dialogue, meetings and support to remove difficulties and obstacles for investors and businesses when investing and doing business locally; diversify partners and investment forms; focus on inviting domestic investors with potential and strong brands, especially in the fields of high technology, semiconductors, and information technology; focus on foreign investment promotion activities in key markets, connecting partners in the fields that the city prioritizes; strengthen foreign affairs, economic diplomacy, international cooperation activities, proactively contact and exchange, cooperate with organizations to coordinate effectively in investment promotion activities; promote hosting and organizing international events in the direction of linking cultural diplomacy with political diplomacy and economic diplomacy; connect the innovative startup ecosystem with foreign resources; innovate and diversify the way of organizing investment promotion and support activities; promote investment in the field of semiconductor chips.

Increase investment in developing science and technology potential

The Prime Minister requested to increase investment in developing science and technology potential; continue to invest in infrastructure and synchronous and modern technical equipment to meet the requirements of state management of science and technology and science and technology service activities.
