On July 19, the family of PHH (15 years old, in Hai An Ward, Hai Phong City) said that they had sent a petition to the authorities, requesting clarification of the Hai Phong City Department of Education and Training's sudden request to withdraw the application, after PHH had enrolled in the Russian language class at Tran Phu High School for the Gifted.

According to the family's feedback, in the 10th grade entrance exam for the 2025-2026 school year, H. did not have enough points to be admitted to the Russian language class in the first admission round.
However, after the benchmark score was adjusted down in the second round of admission (July 5), H. was announced to have been admitted with a score of 34.95, equal to the benchmark score and ranked 35/35 on the admission list. The family completed the procedures for H. to enroll.
Unexpectedly, on July 17, the family received a notice from the school that there was a technical error in the admission software, which resulted in H. actually not being eligible for admission. The admission list had to be adjusted, and H.'s position was replaced by another candidate.
This information made H.'s family upset, saying that the explanation document from the Department of Education and Training was "circular, lacking transparency" and showing a lack of responsibility.
"H. has devoted all his efforts to his dream of entering the city's top specialized school. Being rejected after enrolling was a big shock to him and his family," said the parent.
Hai Phong Department of Education and Training apologizes for software errors
Regarding the incident, the Department of Education and Training of Hai Phong City said that it had reviewed the admission process after receiving a petition from the parent of a PNHT candidate (registration number 15058x), who registered for the Russian language class but was not on the second admission list despite scoring 35.5 points, higher than the standard score.

The test results showed that the actual benchmark score for the Russian language class should be 35.05 points (0.1 points higher than the previously announced level). Therefore, candidate HT is eligible for admission, while candidate H. is not.
According to the explanation from the enrollment software provider, because candidate HT registered for the Russian language class in 5th place and had previously been admitted to Le Hong Phong High School but did not enroll, the software automatically removed his name from the next round of admission, leading to an error in the admission list.
On July 11, the Department of Education and Training of Hai Phong City worked with PHH's family to provide information and officially apologize. On July 15, the department sent a document to Tran Phu High School for the Gifted and Le Quy Don High School announcing the adjustment of the admission list.
Accordingly, candidate HT will be admitted to the Russian language class, while candidate PHH will be admitted to Le Quy Don High School, where she was admitted in her first choice in the first round of consideration.
The above incident has caused public outrage, especially among parents whose children are taking the entrance exam. Many opinions suggest that it is necessary to clarify the process of operating and controlling the admission software, and determine the specific responsibilities of individuals and related units to ensure fairness and transparency in the admission process, especially for students who are at an age with sensitive psychology.
