Complete and implement well local legal documents

After studying the draft Political Report of the Executive Committee of the Hai Duong Provincial Party Committee, term XVII, I agree with the structure, content, title, and wording of the draft. The provisions and contents in all areas ensure strictness, clarity, and coherence, demonstrating serious and elaborate preparation, inheritance, and many new points. However, some contents are still not really concise and succinct.

I propose a number of key directions and tasks for the 2025-2030 term, with a vision to 2035, that need to be analyzed and thoroughly considered. That is to complete synchronously, with quality and well-organized implementation of local legal documents, creatively apply the Party's guidelines and policies, and the State's laws to the province's reality. Strengthen inspection, supervision, and control of power by the provisions of the Party's Charter and the legal system.

Continue to perfect the market economy institution by creating a favorable, healthy and fair investment and business environment for all economic sectors. In particular, prioritize the development of the private economy. Mobilize, manage and effectively use all resources for development.

Developing human resources, especially high-quality human resources. Prioritizing the development of resources for leadership, management and key areas, creating a strong and comprehensive change in the qualityof education and training associated with the mechanism of recruiting, using and rewarding talents. Promoting research, transfer, application and strong development of science and technology, innovation.

Building a synchronous and modern infrastructure system in both economic and social aspects. Prioritizing the development of a number of key projects in transportation, culture, and tourism; focusing on developing information and telecommunications infrastructure, creating a foundation for national digital transformation, and gradually developing the digital economy and digital society.
