The Ministry of Industry and Trade is seeking comments on the draft Decision of the Prime Minister regulating support policies for households installing self-produced and self-consumed rooftop solar power and electricity storage systems. It is expected to be applied until January 1, 2031.
The agency proposes that households receive investment support with a maximum rate of VND500,000 for 1kWp of total rated capacity of photovoltaic panels installed in the system. The support level does not exceed VND2.5 million/household.
In addition, households are also supported with commercial loan interest rates to invest in rooftop solar power. Households will be applied short-term loan interest rates. The maximum interest rate support period is 3 years from the date of disbursement of the loan according to the contract with the bank. The maximum loan limit is 7 million VND for 1kWp of installed capacity, but not exceeding 35 million VND/household.
For technical issues, households are provided with technical support during the investment, installation and operation process when requested by the householder. Local power units must provide technical guidance on connection, control, monitoring, protection and installation work to ensure safety.

In case the household owner needs to sell surplus electricity to the national grid, the local power unit will coordinate to install or replace a two-way electricity metering system suitable for the connection capacity of the household solar power system to the grid. Provide instructions on procedures and related regulations for signing a sales contract.
The People's Committee at the commune level guides the design, solutions to ensure the safety of the construction and fire prevention and fighting solutions in accordance with relevant legal regulations and suitable to the housing conditions of the household.
To receive financial support, households must submit a request for financial support to the People's Committee at the commune level; have completed all procedures for development, investment, installation, connection, acceptance and operation of the household solar power system in accordance with regulations.
By 2024, the country will have about 103,000 rooftop solar power projects with a total installed capacity of more than 9,500MW. According to the revised Power Plan 8, by 2030, the country aims to have 50% of office buildings and 50% of households using self-produced and self-consumed rooftop solar power.
