On the evening of July 19, the Ministry of Construction issued an urgent telegram requesting its affiliated units, local Departments of Construction, and construction enterprises to urgently deploy measures to respond to storm No. 3 (storm WIPHA) and possible flood circulation.

According to the National Center for Hydro-Meteorological Forecasting, on the morning of July 19, storm WIPHA entered the northeastern waters of the North East Sea with winds of level 9, gusts of level 11 and continued to strengthen. In the next 24 hours, the storm is forecast to move west-northwest at a speed of 20-25 km/h.

The Ministry of Construction requested the Vietnam Road Administration to coordinate with local forces to organize traffic diversion, issue warnings at points at risk of flooding and landslides, and close roads in dangerous areas. At the same time, arrange forces, vehicles, and spare materials to promptly handle landslides.

The Railway Department and Vietnam Railway Corporation inspect weak bridge areas, steep passes, areas at risk of falling rocks and landslides, and develop plans to stop or delay trains and increase passenger capacity when flooding occurs.

The Vietnam Maritime Administration closely monitors vessels in the anchorage area, coordinates instructions for moving to safe shelters, and prepares rescue plans. At the same time, deploys the retrieval and reinstallation of buoys and signals when necessary.

The Civil Aviation Authority of Vietnam has directed airlines and flight service providers to closely monitor the storm’s developments to adjust or change flight schedules accordingly, ensuring absolute safety of flight operations. At the same time, it has increased inspections of airports, terminals and flight control systems.

The Department of Construction of localities in the affected areas needs to review landslide and flooding risk points, prepare drainage facilities and check urban trees to handle fallen trees, ensuring safety and smooth traffic.
