Planning and arranging school network
Nghe An province currently has 1,507 general schools and kindergartens (of which, 84 are non-public schools); 19 vocational education - continuing education centers; 1 vocational education - career guidance center; 1 provincial vocational education center; 412 commune-level community learning centers. There are 6 universities and 35 vocational education institutions.
During the 2020-2021 to 2024-2025 school year, Nghe An merged and reduced 31 public schools; 200 public preschool and general schools; reduced 1 provincial center; reduced 13 vocational education institutions. Merged Nghe An Pedagogical College into Nghe An University of Economics and changed its name to Nghe An University.
Despite many efforts to reorganize, there are still many separate kindergartens and primary schools in the province. The fragmented school network will affect investment in facilities, equipment and limited educational environment, especially in mountainous areas. The quality of education in ethnic minority and mountainous areas, especially in English and IT, is therefore limited...
Mr. Thai Van Thanh - Director of Nghe An Department of Education and Training said that in the coming time, the education sector will coordinate with the authorities of communes and wards to continue reviewing, supplementing, amending and perfecting the planning of the school network, classrooms, general schools and preschools, vocational education and universities.
In particular, for preschool and general education, the planning and arrangement of the school network needs to take into account the specific factors of education. Ensuring access to education for learners in remote areas as well as meeting the needs of teachers, facilities and equipment.
The planning of the school network and the system of educational and training facilities needs to mobilize maximum resources from the Central Government's special policies for Nghe An. At the same time, integrating national target programs and socialized resources to realize the planning in the direction of selecting focused and key investments.

Maintain and promote quality
In the period of 2020 - 2025, Nghe An's comprehensive education quality has made remarkable progress, affirming its position in the top of the country; creating a source of high-quality human resources for economic and social development and international integration. The rate of schools meeting national standards by 2025 is over 80%.
In terms of general quality, it is increasingly improved. In the 2024 High School Graduation Exam results, Nghe An ranked 12th out of 63 provinces and cities, up 22 places compared to 2021. In terms of key education, Nghe An always maintains its ranking in the top 3-5 leading units nationwide in terms of the quality of excellent students at national, regional and international levels every year.
The quality of the teaching staff gradually meets the requirements of educational innovation, 100% of teachers meet or exceed the standards. The Department of Education and Training also advised the People's Committee of Nghe An province to support the sector in organizing direct training for 100% of the teaching staff teaching the 2018 General Education Program, in addition to participating in online training via the Ministry's LMS system.
In the period of 2020 - 2025, Nghe An Education sector has 98 teachers awarded the title of "Excellent Teacher" for the 15th and 16th times; 666 initiatives were considered for recognition at the provincial level; hundreds of teachers were recognized as excellent teachers at the provincial level, excellent homeroom teachers at the provincial level... through each competition.
In the new context, Mr. Thai Van Thanh - Director of Nghe An Department of Education and Training said that the provincial education sector needs to transform and restructure its organizational structure. When implementing a two-level local government, without the Department of Education and Training, the proactive and active role of schools and teachers must be enhanced.
The immediate task is to focus on innovating teaching methods, promoting learners as the center, strengthening local education, organizing 2 sessions/day of teaching. Continuing to implement Conclusion 91 of the Politburo on making English a second language, promoting the English learning movement in schools... Applying digital transformation in teaching, improving professional capacity, aiming towards national and international standards.
Currently, the Law on Teachers has been passed by the National Assembly - in addition to regulations on remuneration policies, there are also mechanisms and regulations promoting teachers' autonomy and creativity. Teachers and schools need to boldly build new teaching models, applying STEM to promote learners' comprehensive capacity, meeting the requirements of education and training global citizens in the new context.

Actively transforming digitally
Although it has affirmed its position in the top of the country, however, Nghe An Education and Training sector is facing many challenges and difficulties. The quality of mass education is uneven, with gaps in ethnic minority and mountainous areas. There is a shortage of preschool teachers, general education teachers, and vocational teachers, affecting technology transfer, education quality and educational goals.
After implementing the two-level local government, Nghe An has 130 communes, managing more than 1,300 schools in terms of the State. The Department of Education and Training directly manages the profession and is assigned the authority to recruit and use the teaching staff.
According to Mr. Thai Van Thanh - Director of Nghe An Department of Education and Training, when there is no longer an intermediate level of the Department of Education and Training in charge of professional matters, and decentralization in education management, the industry needs to continue to promote digital transformation.
Aiming for the dual goal: Changing the form of management, administration and teaching activities, while meeting the needs of high-quality human resources, forming digital government, digital economy and digital society (according to Plan 102/KH-UBND dated February 23, 2023 of the Provincial People's Committee on digital transformation of the Education and Training sector of Nghe An by 2025, with a vision to 2030).

Grasping and applying AI in management and teaching, in the 2024-2025 school year, Nghe An Department of Education and Training has proactively organized training courses to foster knowledge about Chat GPT and access AI technology for civil servants. Focus on applying information technology in implementing administrative reforms. Invest to ensure human, financial and material resources for educational development.
Currently, Nghe An Education Department has completed phase 1 and is proceeding to build phase 2 of IOC system (intelligent operation center). The purpose is to strengthen and further improve the effectiveness of smart management and direction.
Innovate teaching methods, testing, evaluation, improve the quality of education and training. At the same time, bring the best benefits to teachers, parents, students and managers. Especially training, activities, professional guidance from the Department level to the school and teacher level.
