Implementing the conclusion of the direction of Minister of Justice Nguyen Hai Ninh at the online conference with the Department of Justice of provinces and cities on judicial work at local authorities at 2 levels (taking place on the morning of July 11), specialized units of the Ministry of Justice have researched and developed a "handbook for responding to petitions on judicial work at local authorities at 2 levels" to post on the National Law Portal (PLQG) to promptly guide localities in performing their tasks.

The content of the Q&A is divided into the following areas: law-making; law enforcement; inspection, review, and systematization of legal documents; administrative violation handling; legal work; judicial administration; judicial support; dissemination and education of law, mediation at the grassroots level, and legal access standards; legal aid; legal support for small and medium-sized enterprises; civil enforcement, administrative enforcement, and bailiffs; state compensation; personnel organization; planning and finance; and implementation of decentralization and delegation of authority in the judicial sector.
The questions were compiled from sources of recommendations, reflections on difficulties and problems sent by local Departments of Justice to the Ministry of Justice. The content of the questions and answers was reviewed and edited by the functional units of the Ministry of Justice into a set of questions and answers in a concise, clear and accurate manner; thereby promptly guiding localities, serving the implementation of judicial work in local governments at 2 levels.
In the coming time, the Q&A set will continue to be supplemented and developed into an electronic handbook on local judicial work.
Posting the Q&A on the National Law Portal will create conditions for the team of communal-level Justice officers in 3,321 communes and wards nationwide to access, look up, refer to, and apply when handling work.
Thereby, ensuring the smooth and effective operation of the entire Judiciary in particular and the operation of the two-level government model in general.
