Deputy Prime Minister Nguyen Chi Dung signed Decision No. 1562/QD-TTg dated July 18, 2025 on ensuring connectivity, synchronization, and state secrets in digital transformation activities of the entire political system.

The Decision clearly states that data must ensure national technical standards and regulations, and be interconnected and synchronized on shared platforms (data sharing and coordination platform; national data integration and sharing platform; ministry and provincial data integration and sharing platform).

Party and State agencies use shared platforms or other shared platforms of the unit to connect and synchronize data in internal digital transformation activities.

The connection and synchronization of data, platforms, and information systems between Party and State agencies must be identified and authenticated according to the provisions of Article 40 of Decree 47/2020/ND-CP and relevant legal provisions.

The method of connecting data, platforms, and information systems between Party and State agencies shall comply with the provisions of Article 23 of Decree No. 47/2020/ND-CP of the Government and relevant legal provisions; in accordance with the Vietnam Digital Government Architecture Framework.

Also according to the Decision, the information system and data center participating in the interconnection and synchronization must have the information system security level approved, fully implement the information security assurance plan according to the approved level proposal and comply with the regulations on information security assurance according to Decree No. 85/2016/ND-CP of the Government.

Related interconnected and synchronous activities within the scope of State secrets must comply with the provisions of the law on protection of State secrets and cryptography.

The authority in charge of data, platforms, and information systems shall preside over the development of plans and organize the implementation of interconnection within the scope of management to ensure measures to protect personal data and protect State secrets in accordance with the provisions of law.
