Shopping tourism in China attracts foreign tourists

Shopping tourism in China has become a new trend for foreign tourists to China thanks to visa exemption policies, tax refund policies upon exit, and new, high-quality experiences in shopping and consumption.

According to data from the State Administration of Taxation, in the first month (April 27 to May 26) of implementing the tax refund policy for foreigners leaving the country, the number of exit tax refund applications processed by Chinese tax authorities increased by 116% compared to the same period last year; sales revenue of tax refund stores increased by 56%; the number of tax refund stores increased to 5,196, 1.4 times higher than in 2024.

China tourism attracts foreign tourists thanks to its favorable visa policy. China has continuously expanded the list of visa-free countries, up to now exempting entry visas for 55 countries and increasing the stay period to 240 hours, which has attracted many foreigners to China for tourism and business transactions.

According to the National Immigration Administration, in the first six months of 2025, the number of foreigners entering and leaving China reached more than 38.05 million, an increase of 30.2% over the same period last year. Of which, 13.64 million were visa-exempt, accounting for 71.2% of the total number of foreign visitors, an increase of 53.9% over the same period last year.

Shopping tourism in China has become a new trend for foreign tourists entering the country. This not only contributes to promoting exchanges and enhancing understanding, but also motivates the conversion of traditional cultural product stores in places that attract many foreign tourists such as tourist areas, resorts, museums, etc. into tax-refund stores upon exit, while contributing to improving the quality of sales and payment services.

Many localities in China have implemented measures to improve the shopping experience of foreign tourists, such as opening more new tax-refund stores, increasing product variety, and optimizing services.

Specifically, Beijing opened three centralized tax refund points, providing tax refund services to all tax refund shops in the city; Shanghai installed China's first automatic tax refund machine in the Nanjing Road shopping district; Shenzhen Customs implemented a "one declaration-one package" inspection model to avoid unsealing goods.

To stimulate demand from foreign tourists, China is focusing on effectively implementing the exit tax refund policy, aiming to further facilitate tax refund procedures, while continuing to promote the construction of international shopping centers in cities; providing high-quality consumer services and diversifying shopping and consumption utilities, thereby further enhancing the attractiveness and brand of the Chinese consumer market.
