Proposal to merge the Red Cross Society at the commune level after the merger

On July 20, the Lam Dong Provincial Red Cross Society issued a document requesting the Party Committee and People's Committees of communes, wards and special zones in Lam Dong province to direct the implementation of the merger of commune and ward Red Cross Societies due to the merger of administrative boundaries.

Implementing the direction of the Central Committee of the Vietnam Red Cross Society on the merger and consolidation of the Red Cross Society due to the merger of administrative boundaries and the guiding document of the Department of Home Affairs of Lam Dong province on the establishment of the Steering Committee for voluntary blood donation and the organization of the Red Cross Society at the commune level after the arrangement of administrative units; at the same time, based on the policy of the Provincial Party Committee, the People's Committee of Lam Dong province and the actual situation in the locality after implementing the organization of the 2-level local government, the Lam Dong Provincial Red Cross Society requests the Party Committees and People's Committees of communes and wards to coordinate and direct the Red Cross Society of communes and wards (old) to preside over and coordinate in developing the Project on the merger and consolidation of the Red Cross Society (communes subject to the merger).

For communes and wards not subject to merger, a project on new personnel for the 2021-2026 term will be developed. Personnel for the Executive Board, Standing Committee, Standing Committee and Inspection Committee will be based on the personnel for the Executive Board, Standing Committee, Standing Committee and Inspection Committee of communes and wards that are merged and approved by the local Party Committee, government and Fatherland Front.

The Project dossier is implemented according to the instructions in Clause 2, 4, Article 32, Decree 126/2024/ND-CP, dated October 8, 2024 of the Government regulating the organization, operation and management of associations. After the Project is approved by the competent authority (through the Vietnam Fatherland Front of the commune and ward), the People's Committees of the communes and wards are requested to issue decisions to merge and consolidate the Red Cross Associations at the commune and ward levels and recognize the titles of the Association in accordance with the prescribed authority, order and procedures.

Arrangement of personnel for Red Cross work: Priority is given to the arrangement of the Association's staff who have worked at the district and city levels (old) and the Association's staff at the commune and ward levels who are qualified to work full-time as Red Cross specialists. At the same time, it is recommended that the Vietnam Fatherland Front Committees of communes and wards pay attention to arranging dedicated commune and ward Front staff to work full-time as Red Cross specialists at communes and wards (new). The implementation of regimes and policies for Red Cross staff is applied according to the general policy for commune-level staff as prescribed.

Strengthening the organization of the Red Cross Society to suit the new situation in order to propagate, mobilize and organize voluntary blood donation.

Lam Dong Provincial Red Cross Society requests the Party Committee, People's Committee, and Vietnam Fatherland Front Committee of communes and wards to pay attention to directing and coordinating the implementation to ensure compliance with regulations, progress, and effectiveness, contributing to perfecting the organization of the Society in accordance with the new situation to support local authorities in social security work, care for disadvantaged people in the community, promptly provide relief to those affected by natural disasters and epidemics, take care of community health, and propagate, mobilize, and organize voluntary blood donation to meet the blood supply for emergency care and patient treatment in the province.

Previously, the Department of Home Affairs of Lam Dong province had given its opinion on the proposal to establish a commune-level Red Cross organization and establish a Steering Committee for voluntary blood donation at the commune level. Accordingly, the authority to arrange the commune-level Red Cross and the authority to establish a Steering Committee for voluntary blood donation at the commune level is decided by the Chairman of the People's Committee at the commune level.

The Department of Home Affairs has issued a guiding document to the People's Committee at the commune level; requesting the Provincial Red Cross Society to continue to pay attention to and guide the Red Cross Society at the commune level to carry out the procedures for arranging the Association and the procedures for establishing the Steering Committee for voluntary blood donation at the commune level according to regulations.
