Da Nang prepares conditions for greenhouse gas inventory at production and service establishments

DNO - On July 23, the Department of Science and Technology coordinated with STI Vietnam Co., Ltd. to organize a conference on guidance and training for nearly 100 representatives of enterprises in the city to raise general awareness and greenhouse gas inventory techniques according to ISO 14064-1:2018 standard and develop a greenhouse gas inventory report in 2024 at the grassroots level, to be sent to the City People's Committee before March 31, 2025 as prescribed in Decree No. 06/2022/ND-CP of the Government.

The inventory of greenhouse gases and the development of inventory reports to have a plan to reduce greenhouse gas emissions for production and service establishments... in Da Nang city are also important for the implementation of Resolution No. 136/2024/QH15 of the National Assembly on the organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang city, including the piloting of financial mechanisms to implement measures to reduce greenhouse gas emissions according to carbon credit exchange and offset mechanisms.

Speaking at the conference, Deputy Director of the Department of Science and Technology Duong Hoang Van Ban said that greenhouse gas inventory activities are of great importance to assessing and managing human impacts on climate change and changes in the atmospheric system.

Decree No. 06/2022/ND-CP of the Government on greenhouse gas emission mitigation and ozone layer protection stipulates that greenhouse gas inventory is the activity of collecting information and data on greenhouse gas emission sources, calculating the amount of greenhouse gas emissions and absorption within a specified scope and in a specific year according to the methods and procedures issued by competent authorities.

Based on the commitments at the 26th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP26), sectors that are required to reduce greenhouse gas emissions such as industry and trade, natural resources and environment, construction, transportation, agriculture, etc. have been developing sector-level greenhouse gas emission reduction plans; assessing and inventorying greenhouse gas emissions of businesses and establishments to assign responsibility for emission reduction.

Through this conference, businesses in the city will grasp the legal and technical requirements for greenhouse gas inventory, assessment and solutions to reduce greenhouse gas emissions, serving growth, productivity and sustainable employment for businesses.

General Director of STI Vietnam Co., Ltd. Le Anh Hung noted that March 31, 2025 is the deadline for businesses to submit reports to the City People's Committee on greenhouse gas inventory (CO 2 , CH 4 , N 2 O...).

There are five steps to conducting a greenhouse gas inventory. First, a business defines the scope and boundaries of its operations and identifies reporting facilities. Within that scope, the business identifies emission sources and collects information and data.

Next is to carry out the calculation of greenhouse gas emissions, then control the quality, assess the uncertainty of the greenhouse gas inventory report and the final step is to review and appraise the greenhouse gas inventory report.

The greenhouse gas inventory must have two parts: the amount of emissions and the amount of absorption. From this inventory report, the enterprise determines and issues a greenhouse gas emission limit. If the amount of greenhouse gas emissions is higher than that limit, the enterprise will be subject to a carbon tax; if it is lower, it will be offset or carbon credits will be sold, thereby promoting the carbon market.

The representative of the Center for Energy Conservation and Technology Transfer Consulting (Department of Science and Technology) also said that the unit is supporting and providing services on energy auditing; inventory and development of greenhouse gas emission reduction plans... to contribute to the good implementation of the provisions of Decree No. 06/2022/ND-CP.
