Warning of storm No. 3 causing heavy rain, Ministry of Agriculture and Environment issues urgent dispatch

Faced with the complicated developments of storm No. 3 currently active in the East Sea, at noon on July 19, 2025, the Ministry of Agriculture and Environment has just issued Official Dispatch No. 4594/CD-BNNMT requesting ministries, branches and People's Committees of provinces and cities in the Northern region and coastal areas from Quang Ninh to Dak Lak to proactively respond to storms and the risk of heavy rain, floods, inundation, flash floods, and landslides.

According to the above dispatch, this morning, July 19, storm WIPHA entered the East Sea, becoming storm number 3 with a level 9 intensity, gusting to level 12; the storm is forecast to continue to strengthen and potentially affect and cause heavy rain in the Northern region in the coming days.

To proactively respond to storms and the risk of heavy rain, floods, inundation, flash floods, and landslides, the Ministry of Agriculture and Environment recommends that coastal localities from Quang Ninh province to Dak Lak province closely monitor the storm's developments; strictly manage offshore vessels; organize counting and notify owners of vessels and captains of ships and boats operating at sea of the location, direction of movement, and developments of the storm so that they can proactively avoid, escape, and not move into dangerous areas.

The specialized agency of the Ministry of Agriculture and Environment notes that the dangerous area in the next 24 hours is from 18-23 degrees North latitude, east of longitude 114.5 degrees East longitude (the dangerous area is adjusted in the forecast bulletins).

Along with that, localities proactively deploy work to ensure safety of people, vehicles, and property, especially for tourist destinations, aquaculture, fishing, and constructions at sea, on islands, and in coastal areas.

Based on the specific situation, localities from Quang Ninh to Dak Lak proactively decided to ban fishing boats, transport ships, and tourist boats from going to sea and evacuate people from cages, watchtowers for aquaculture along the coast and at sea, ensuring safety; ready forces and means for rescue when required.

On land in the Northern and North Central regions, localities review and prepare to evacuate people from unsafe houses, areas at risk of deep flooding, river mouths, and coastal areas; direct work to ensure safety of sea dykes and river dykes, especially vulnerable locations or locations under construction.

Along with that, localities proactively drain water, prevent flooding to protect agricultural production, urban areas and industrial zones at risk of flooding; organize tree pruning; brace and reinforce signs, houses, public works, industrial zones, factories, warehouses, and projects under construction; inspect, review, and take measures to ensure the safety of telecommunications systems and power grid systems to maintain operations without interruption before, during and after storms; proactively organize the harvest of agricultural products and aquaculture areas according to the motto "green house is better than old field."

For mountainous areas, it is necessary to deploy shock forces to inspect and review residential areas along rivers, streams, low-lying areas, and areas at risk of flooding, flash floods, and landslides to proactively clear the flow of blocked and obstructed areas.

In particular, localities organize the relocation and evacuation of people to safe places; direct commune-level authorities to notify each household living in areas at risk of landslides and flash floods to check and review the area around their residence to promptly detect unusual signs and proactively evacuate them from dangerous areas.

Localities also need to prepare plans to organize forces to guard, control, support, and guide to ensure safe traffic for people and vehicles, especially at culverts, spillways, deep flooded areas, areas with strong currents, areas where landslides have occurred or are at risk of landslides; resolutely not allow people and vehicles to pass if safety is not ensured; arrange forces, materials, and means to overcome incidents, ensuring smooth traffic on main traffic routes when landslides occur.

At the same time, localities are directed to inspect, review, and prepare plans to ensure the safety of mines, reservoirs, and downstream areas, especially small hydroelectric reservoirs, small irrigation reservoirs, and critical lakes; arrange permanent forces to operate and regulate and be ready to handle possible situations.

The Ministry of Agriculture and Environment also requested ministries and branches, according to their functions, state management tasks and assigned tasks, to proactively direct and coordinate with localities to respond to storms and floods.

On that basis, the localities on duty seriously and regularly report to the Ministry of Agriculture and Environment (through the Department of Dyke Management and Disaster Prevention and Control) for timely synthesis and further plans.
