From July 1, when the two-level local government came into operation, coastal localities continued to actively propagate and mobilize fishermen to strictly comply, contributing to the early removal of the "yellow card".

Hoai Nhon Dong Ward has a large number of offshore fishing vessels - 747 vessels, of which 585 vessels are from 15 m to under 24 m in length and 9 vessels are over 24 m in length. After each fishing trip, these vessels anchor at Tam Quan Fishing Port (Hoai Nhon Bac Ward). To proactively combat illegal, unreported and unregulated (IUU) fishing, the Party Committee and People's Committee of the ward pay attention to directing party organizations, the Vietnam Fatherland Front, and socio- political organizations to work together to implement the measures.

Mr. Nguyen Van Hiep - Chairman of Hoai Nhon Dong Ward People's Committee - said that as soon as the two-level local government comes into operation, the locality will continue to thoroughly implement Directive No. 32-CT/TW of the Central Party Secretariat on strengthening the Party's leadership in combating IUU fishing and sustainable development of the fisheries sector. The ward assigns targets to neighborhood party cells to assign party members to be in charge of groups of households with offshore fishing vessels, and teams and groups united in exploiting aquatic products at sea. In party cell meetings, one of the main contents thoroughly disseminated to cadres and party members is to pay attention to propaganda to prevent and combat IUU fishing.
“The ward Party Committee assigns Party Committee members to be in charge of each Party cell and each neighborhood to participate in activities to closely direct the work of preventing and combating IUU fishing. At meetings, Party members regularly remind and pay attention to fishing boat owners at high risk of violations, especially those who frequently participate in fishing in overlapping waters with foreign territorial waters,” said Mr. Hiep.
In De Gi commune, there are 590 fishing boats, of which nearly 200 boats have a capacity of over 90 CV, the length of the boat from 15 m to over 24 m, operating offshore fishing. Secretary of the Commune Party Committee Pham Dung Luan said: Strictly implementing Directive No. 32-CT/TW, the Commune Party Committee has established a Steering Committee and assigned specific tasks to cadres and party members to regularly participate in activities with village party cells and be in charge of each fishing boat owner and captain, to promptly propagate. The village party cells of Duc Pho 1, Duc Pho 2, Xuan An, An Quang Dong... have assigned party members to be in charge of groups of boat owners and captains; established Zalo groups in charge of high-risk boats, promptly exchanging information with boat owners to remind and correct.
With 143 fishing boats and more than 2,000 fishermen regularly working at sea, Mr. Dinh Xuan Loc, Party cell secretary and head of An Quang Dong village (De Gi commune), assigned party members to be in charge of each household to propagate and mobilize. Not only meeting in general propaganda sessions at the village headquarters, party members also regularly visit boat owners, captains, and fishermen to remind them not to violate IUU fishing. Thanks to that, from 2023 to now, fishing vessels in De Gi commune have not violated IUU.
Fishermen strictly comply
Mr. Le Tan Phuoc - owner of fishing boat BD 31216-TS (in Duc Pho 2 village, De Gi commune) said: My fishing boat regularly operates in the southern fishing grounds. In recent years, I have regularly accessed information from radio and newspapers, and recently, I have been regularly met by party members of Duc Pho 2 village Party Cell, mobilized and propagated about fighting against IUU fishing violations, so I am highly aware of strictly complying with the provisions of the law. The journey monitoring device installed on the boat is always on 100% to capture information from the authorities. The registration and inspection of fishing boats are carried out on schedule. Every time the boat goes out to sea to fish, it has a license issued by the authorities according to regulations and exploits the correct fishing grounds.
After arranging to put into operation the 2-level local government, from July 1st until now, Phu My Dong commune has reviewed and grasped all local vessels operating in fishing grounds. Of the commune's 640 fishing vessels, 17 vessels with lengths ranging from 15-24 m have not installed voyage monitoring equipment. We are asking fishing vessel owners to quickly install the equipment this week, while providing support, the locality is also determined to coordinate with the Border Guard force to take strict measures to handle violations.

Having been informed and instructed about the harmful effects of IUU fishing violations, most fishermen in many coastal communes and wards of the province understand the huge consequences of illegal fishing; firmly grasp and strictly implement the provisions of the law on marine fishing. At the same time, they join hands and hearts to remove the "yellow card" with the whole province and the whole country.
Mr. Le Van Hai, captain of fishing boat BD 93948-TS (in De Gi commune), who regularly operates in the Hoang Sa fishing grounds, expressed: “To contribute to the removal of the “yellow card” and not affect the interests, prestige and honor of the country, I am always aware of not allowing my fishing boat to violate foreign waters. Along with that, during the exploitation process in the waters, I remind the crew on the boat to keep a very specific logbook, in order to better serve the traceability of aquatic products.”
