Central localities issue telegrams to respond to storm No. 3

(Chinhphu.vn) - On July 20, the Chairman of the People's Committee of Quang Tri province issued telegram No. 2 on proactively responding to storm No. 3 (WIPHA).

Accordingly, to proactively respond to storm No. 3 and possible local heavy rains; implementing Official Dispatch No. 112/CD-TTg dated July 19, 2025 of the Prime Minister; Chairman of Quang Tri Provincial People's Committee requested localities and units to closely monitor warning bulletins, forecasts, developments of storms and other dangerous weather conditions that may occur in the coming days; promptly inform authorities at all levels and people to proactively prevent and minimize damage.

The People's Committees of coastal communes and Con Co special zone coordinate with the Provincial Border Guard Command, the Department of Fisheries and Fisheries Control, the Thua Thien Hue Maritime Port Authority (representing Cua Viet and Con Co), the Ha Tinh Maritime Port Authority (representing Hon La and Cua Gianh) to notify vehicle owners, captains of ships and boats operating at sea of the location, direction of movement and developments of the storm so that they can proactively avoid, escape or not enter dangerous areas. Provide information, propaganda and take measures to ensure safety for tourists on Con Co island.

People's Committees of communes, wards and special zones organize to review and inspect areas at risk of flooding and landslides when heavy rain occurs, especially in mountainous areas, along rivers and streams, urban areas, low-lying residential areas, areas with mineral exploitation activities, unfinished construction works (dams, dikes, flood control, natural disaster prevention...); prepare response plans to ensure safety of works and downstream areas in case of floods.

The Department of Agriculture and Environment proactively directs and is ready to deploy plans to ensure the safety of the dyke system, irrigation reservoirs, agricultural production, aquaculture; protect the safety of rice and summer-autumn crop areas, especially low-lying areas and areas at risk of flooding when heavy rain occurs.

The Department of Construction directs traffic guidance and ensures traffic safety in flood-affected areas, especially at culverts, spillways, and areas that may be deeply flooded, promptly handling incidents when they occur, ensuring smooth traffic.

The Provincial Military Command and Provincial Police are ready with forces and means to immediately deploy rescue work when a bad situation occurs.

The provincial Hydrometeorological Station strengthens forecasting and early warning of storm developments and dangerous weather conditions.

Da Nang: Urgent call for ships to come ashore or find safe shelter

On the same day, implementing the direction of the Prime Minister, the Chairman of the People's Committee of Da Nang City issued Official Dispatch No. 1 requesting directors of departments, branches, sectors and Chairmen of People's Committees of communes, wards and special zones; heads of agencies, units, organizations and unions to proactively organize close monitoring of forecast information and developments of storm No. 3; promptly direct and deploy disaster response work.

According to assigned functions and tasks, proactively implement the work of ensuring safety for people, vehicles, and assets, especially for tourist destinations, aquaculture, fishing, and constructions at sea, islands, coastal areas, rivers, streams, hills, mountains, mineral exploitation, etc. in the area.

The City Military Command directed the Border Guard Command to promptly notify owners of vehicles and boats operating at sea of the location, direction of movement and developments of the storm to proactively avoid; escape or not enter dangerous areas (pay special attention to vehicles operating in the waters of Hoang Sa and Bac Bo Gulf); call on ships to urgently come ashore or find safe shelter.

Proactively ensure the safety of vessels and have appropriate production plans, ensure the safety of people and property, maintain communication to promptly handle possible situations; continue to organize counting and regularly report the situation of vessels to the Command Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense of Da Nang City.

Based on the developments of storm No. 3, proactively decide on sea bans for fishing boats, transport ships, and tourist boats.

The City Police coordinated with the Border Guard Command, the Department of Agriculture and Environment and coastal localities to guide fishermen to implement solutions and measures, and arrange permanent forces for fire prevention and fighting when anchoring boats to avoid storms at Tho Quang boat dock, Man Quang bay and other planned anchoring and sheltering points, to prevent fires and explosions; to ensure security, order and safety of State and People's assets.
