Disbursement higher than national average, but lower than expected

According to the report, the total capital in the 2025 public investment plan (including 2024 carried over) of Ca Mau province is 6,396,957 billion VND, of which 6,240,957 billion VND has been allocated in detail, equal to 97.6% of the assigned plan (including 386,134 billion VND of provincial budget capital that was just approved by the 10th Provincial People's Council, 20th Session, adjusted on June 2, 2025). The remaining 156 billion VND of central budget capital has not been allocated in detail.

As of May 30, 2025, the 2025 public investment plan had disbursed VND 1,659.8 billion, equal to 25.9% of the capital plan (an increase of VND 330 billion compared to the same period in April; an increase of VND 1,292.2 billion compared to the end of the first quarter of 2025), higher than the estimated disbursement rate of the whole country according to the report of the Ministry of Finance (21.9%) and the same period in 2024 (disbursed VND 1,241.831 billion, equal to 23.8% of the plan). The remaining capital volume to be disbursed from now until the end of the year is about VND 4,737 billion.

Although the disbursement results are higher than the national average, they are still relatively low. Currently, the progress of some large and important projects in the province is slow, stuck with site clearance and investment procedures due to project adjustments. Some projects have just received contract advances at the end of 2024, so there is no volume to disburse in early 2025.

In addition, the remaining capital for implementing the 3 national target programs (VND 399,715 billion) has not been allocated in detail, accounting for about 6.1% of the capital plan. The remaining VND 156 billion of central budget capital has not been allocated in detail because the Prime Minister has not yet decided to adjust the medium-term public investment plan, using central budget capital for the period 2021-2025, as a basis for detailed allocation of the central budget capital plan for 2025 according to regulations.

At the conference, representatives of departments, branches and localities of Ca Mau province reported on the review and handling of projects, works and public investment tasks when organizing the 2-level government apparatus, especially the suspension of some works under the direction of the Provincial People's Committee when arranging and organizing the 2-level government apparatus. Focusing on the remaining difficulties and problems and proposing and recommending solutions to overcome them. At the same time, studying and giving opinions on the draft plan to promote the disbursement of public investment capital in 2025.

Strive for a disbursement rate of 100%

Speaking at the conference, Chairman of the People's Committee of Ca Mau province Pham Thanh Ngai emphasized that the disbursement of public investment capital plans is a very important political task. Therefore, heads of departments, localities and investors must enhance their sense of responsibility, continue to direct the serious, drastic, synchronous and effective implementation of tasks and solutions to accelerate the progress of implementation and disbursement of public investment capital, ensuring that the disbursement rate of the public investment plan in 2025 reaches 100%.

The Chairman of the People's Committee of Ca Mau province requested the Department of Finance to coordinate with relevant agencies and units to advise the Chairman of the People's Committee to organize a meeting on public investment in 2025 every 2 weeks, to promptly urge and direct the acceleration of disbursement of the public investment plan in 2025. Regularly review, inspect, and urge the implementation and disbursement of investment capital of investors; promptly report and propose to the Provincial People's Committee to consider and direct the handling of difficulties, problems, and exceeding authority during the implementation process. Coordinate with investors to propose to competent authorities to adjust capital plans from projects and works with slow disbursement or no disbursement capacity to allocate to projects and works in need of additional capital, to speed up the completion and putting into use progress, ensuring implementation in accordance with regulations.

For major projects and key works of the province, units and localities must closely follow, focus and urgently carry out tasks with the highest sense of responsibility and determination, not allowing them to be delayed. Urgently submit to competent authorities to adjust the project, finalize the completed project for 2 BT projects, as a basis for detailed allocation of capital plans to recover the provincial budget advances according to regulations. Regularly update, adjust and publish prices of construction materials in the province.

At the same time, organize inspection, review, and strictly manage construction material prices; promptly advise the Provincial People's Committee to handle the situation of creating artificial scarcity of construction materials that affects the construction of projects and works. Investors closely coordinate with contractors and material suppliers, proactively prepare the best conditions to implement projects.
