Ministry of Construction: On duty 24/7 at key locations, ready with rescue vehicles

(Chinhphu.vn) - In response to the complicated developments of storm No. 3 (Wipha), on the evening of July 19, the Ministry of Construction issued urgent dispatch No. 35/CD-BXD requesting its affiliated units, local Departments of Construction and industry management agencies to proactively and synchronously deploy response measures.

To proactively respond to storm No. 3 and its circulation that may cause rain and floods affecting traffic and construction infrastructure, and ensure safety for people and vehicles participating in traffic, the Ministry of Construction requests the Vietnam Road Administration to direct the Road Management Areas to coordinate with the Departments of Construction and local functional forces to organize on-duty and traffic diversion;

Assign guards, set up buoys, barriers, and signals at flooded areas, overflowing culverts, broken roads, and landslides; control traffic, proactively regulate traffic; prohibit roads at dangerous locations (overflows, bridges, ferries, etc.) on national highways in areas affected by storms and floods; resolutely not allow people and vehicles to enter to ensure traffic safety for people and vehicles.

This agency also needs to direct road management units to prepare adequate spare materials, arrange machinery, equipment and human resources in key locations that are frequently subject to landslides to proactively overcome and ensure traffic in the fastest time, especially on key national highways.

The Vietnam Railway Authority and Vietnam Railway Corporation are required to direct units to strictly implement the patrol and guard regime at key works, locations, and key areas such as: weak bridges and roads, areas prone to flooding; steep mountain passes, areas prone to flash floods, falling rocks, landslides, railway areas downstream of dikes, irrigation dams, reservoirs... ready and proactive in responding promptly when incidents occur, ensuring absolute safety for people and vehicles;

Direct units to concentrate vehicles, materials, equipment and human resources to overcome the consequences of floods and ensure smooth traffic in the fastest time; Have plans to stop trains, stretch trains, increase trains, and transfer passengers when floods cause flooding and landslides in sections where trains must stop.

Ready forces and means for rescue

On the side of the Vietnam Maritime and Waterways Administration, the Ministry of Construction requested to direct maritime and waterway port authorities to grasp the number of ships and water transport vehicles anchored in anchorage areas, river mouths, seaports, waters around islands and channels and guide ships into safe anchorage areas.

This agency also needs to coordinate with the local Steering Committees for Disaster Prevention and Control to take appropriate measures, resolutely requesting transport ships to move to safe anchorages; Directing the Vietnam Maritime Search and Rescue Coordination Center to prepare forces and means to participate in search and rescue when ordered;

Urge inland waterway management and maintenance units to promptly retrieve buoys and signals before floods arrive or upon receiving flood discharge notices from the local Steering Committees for Disaster Prevention and Control and Search and Rescue; promptly re-deploy buoy and signal systems immediately after floods.

The Civil Aviation Authority of Vietnam is responsible for directing airlines and aviation service companies to closely monitor weather developments in areas affected by the storm, to adjust or change flight schedules accordingly to ensure absolute safety of flight operations;

Direct units to strengthen inspection of airports, terminals, communication systems, flight operations and command to promptly detect and handle incidents.

The Department of Economics - Construction Investment Management directs Project Management Boards, investors, contractors, and related consulting units to immediately deploy response work to storm No. 3, prepare conditions to promptly overcome construction incidents; coordinate to ensure smooth traffic on routes that are both under construction and in operation.

Vietnam Maritime Electronic Information Company Limited directed the coastal information station system to increase the broadcasting time to announce and warn about the direction of storm No. 3; guide and call on ships to move away from the danger zone or to seek safe shelter.

Direct relevant units to inspect and review locations at risk of flooding and traffic congestion to have a plan for quick drainage and limit traffic congestion. Arrange human resources, vehicles, equipment and machinery to be on standby to ensure early drainage and prevent flooding at flooded areas in the city. Pay attention to ensuring the safety of people and vehicles in the work of overcoming flooding, waterlogging and drainage.

Directing tree management units in urban areas to inspect and have plans to cut and trim trees that are at risk of breaking or falling, causing traffic safety and safety of urban construction works. Prepare human resources, machinery and equipment to be ready to clean up and handle broken or fallen trees to ensure smooth traffic in the fastest time.

The Ministry of Construction requires all units to strictly implement the 24/24 duty regime, fully prepare forces, means, equipment and materials according to the "4 on-site" motto; regularly update information and report to the Ministry of Construction (through the Standing Office of the Steering Committee for Natural Disaster Prevention and Search and Rescue of the Construction Industry) to synthesize and promptly handle arising situations.

Also on the evening of July 19, the Ministry of Construction continued to issue an urgent dispatch requesting the immediate search for missing victims on the tourist boat that crashed in Ha Long Bay, Quang Ninh.

The dispatch stated: On July 19, the Ministry of Construction received information about the sinking of the tourist boat QN 7105 in the Dau Go cave area, Ha Long Bay, Quang Ninh province. The boat carrying 53 people, including passengers and crew, capsized and sank due to a storm while operating in the bay.

Assessing this as a particularly serious accident, in order to urgently deploy the search and rescue work for the missing victims, the Minister of Construction requested the People's Committee of Quang Ninh province to preside over the organization and mobilize all local forces and means to effectively carry out the search and rescue task.

The Ministry of Construction assigned the Vietnam Maritime Administration to direct the Quang Ninh Maritime Port Authority and the Hai Phong Maritime Port Authority, in coordination with the Vietnam Maritime Search and Rescue Coordination Center and inland waterway port authorities in the Quang Ninh area, to mobilize available forces and means to participate in search and rescue operations.

The Ministry of Construction requires that the implementation process must ensure absolute safety for people and vehicles of participating forces.

According to information from the scene, the Vietnam Maritime Administration has directed the Quang Ninh and Hai Phong Maritime Port Authorities to mobilize forces and vehicles from pilotage companies and tugboats in these two localities to assist.

The Vietnam Maritime Search and Rescue Coordination Center said that there are currently 27 ships and 2 boats coordinating the search for the missing victims, including 26 ships, 2 boats of the military and 1 ship of the Quang Ninh Maritime Port Authority. Rescue work is still being urgently deployed.

According to information from the National Center for Hydro-Meteorological Forecasting, storm No. 3 is currently active in the northeastern waters of the East Sea with a strong intensity of level 9, gusting to level 11 and tends to continue to strengthen.

In the coming days, the storm is forecast to move quickly inland and cause widespread heavy rain in the Northern, North Central and Central Highlands regions. There is a high risk of urban flooding, landslides in mountainous areas, seriously affecting technical infrastructure, construction works, traffic, water supply and drainage, etc.
