Accordingly, the Ministry of Culture, Sports and Tourism received Document No. 3380/TTr-UBND dated November 22, 2024 and Official Dispatch No. 1041/UBND-XD&MT dated April 14, 2025 of the People's Committee of Quang Ninh province on the request for appraisal of the Task of establishing a Plan for preservation, restoration and rehabilitation of the special national relic of Cua Ong Temple historical relic, Quang Ninh province.
The Ministry of Culture, Sports and Tourism gives its opinion on the task of establishing a plan to preserve, restore and renovate the special national relic of Cua Ong Temple, Quang Ninh province.
The Ministry of Culture, Sports and Tourism held a meeting of the Council for Appraising the Planning Task chaired by Deputy Minister Hoang Dao Cuong. Attending the meeting were leaders of the Department of Culture, Sports and Tourism; representatives of the Ministry of Finance ; members of the Council for Appraisal; representatives of the People's Committee of Cua Ong Ward, Quang Ninh Province; leaders of the Management Board of the special national relic Cua Ong Temple - Cap Tien Temple. Based on the comments, comments of the Council members and the conclusion of the Chairman of the Council for Appraising the Planning Task, the Ministry of Culture, Sports and Tourism proposed to review the names of new commune-level administrative units within the scope of the Planning to ensure consistency, unity, feasibility, and implementation of the 2-level local government according to Resolution No. 1679/NQ-UBTVQH15 dated June 16, 2025 of the National Assembly Standing Committee on the arrangement of commune-level administrative units of Quang Ninh province in 2025.
Clarify the conformity of the Planning Task with the plans approved by the Prime Minister: Quang Ninh Provincial Planning for the period 2021 - 2030, vision to 2050; adjust the General Planning for the construction of Van Don Economic Zone to 2040 and related approved plans at higher levels.
It is necessary to closely follow the Government's regulations on the content of planning tasks and the content of planning for preservation, restoration and rehabilitation of relics, and determine the scope and extent at the planning task stage to avoid confusion in the planning stage.
At Cua Ong Temple, there are currently 108 households, with a population of about 400 people, including business households that benefit economically from selling goods and providing services. Therefore, the Planning Task needs to approach the issue from a community perspective, the mutual relationship between the relic and the community in protecting and promoting the value of the relic.
Regarding the objectives and nature of the Plan, the Ministry of Culture, Sports and Tourism suggests that the planning objectives should be written more concisely and fully, focusing on a number of major issues: conservation to maintain outstanding historical values, landscapes, and intangible cultural values; as a scientific basis for managing, preserving and promoting the values of relics, contributing to socio-economic development, implementing planning, managing, and implementing construction investment projects; promoting and effectively exploiting values, creating attractive destinations, sources of revenue for localities, and sustainable resources for preserving relics.
In addition, it is necessary to clearly distinguish the nature of planning and the nature and function of the relic; the nature of the planning area is a special national relic, a center of cultural and religious activities and a tourist destination of Quang Ninh province.
For the work of researching and surveying relics, researching and evaluating socio-economic and natural environmental factors related to the planning content; preliminary review of plans that have been and are being implemented related to the planned relic planning area, it is necessary to make a preliminary analysis of the current status of the relics.
