On July 19, 2025, Minister of Culture, Sports and Tourism Nguyen Van Hung signed and issued Official Dispatch No. 3550/CD-BVHTTDL, requesting the Departments of Culture, Sports and Tourism, along with units under the Ministry in 22 provinces and cities and media agencies under the industry to proactively deploy response plans for storm No. 3 in 2025.
According to the National Center for Hydro-Meteorological Forecasting, on the morning of July 19, storm WIPHA officially entered the East Sea, becoming the third storm of 2025. The storm is currently at level 10, gusting to level 12, and is expected to strengthen to level 12, gusting to level 15, causing strong winds and heavy rain from Quang Ninh to Thanh Hoa on July 21-22. The risk of flash floods, landslides and widespread flooding is very high.
Faced with that situation, Minister Nguyen Van Hung requested the entire industry to focus highly on ensuring the safety of tourists, people and property in the fields of culture, sports and tourism.
In the dispatch, the Ministry requested local departments to review all tourist accommodation establishments, tourist areas and destinations, especially coastal areas, islands, and areas at risk of landslides or flash floods. The organization of relocation and evacuation of tourists to safe places must be carried out urgently and with specific plans.
At the same time, units need to coordinate with functional forces to count and promptly inform tourist boats operating at sea, requesting them not to enter dangerous areas or quickly move to safe storm shelters.
In addition, recreational activities, cultural and sports events may be suspended depending on the actual weather conditions in the locality.
Historical and cultural relics, scenic spots and cultural and sports facilities are required to be inspected and reinforced to ensure safety before the storm makes landfall. Construction projects under construction need to be carefully controlled, and forces and materials prepared to overcome the consequences if there is damage caused by the storm.
The Press Department, the Department of Radio, Television and Electronic Information have been directed to closely coordinate with the national press and media system, continuously update storm developments, warn of risks and guide people in response.
Propaganda on preventing flash floods, landslides, and post-flood epidemics is also a key task, especially in the northern mountainous provinces such as Lao Cai, Lai Chau, Dien Bien, Tuyen Quang...
Heads of local units under the Ministry are required to closely monitor the storm's developments, ensure the safety of human resources, assets and organizational activities, and advise cadres, civil servants, public employees and workers to limit going out during dangerous storms.
The entire industry organizes a serious 24/7 duty, regularly updates the situation, and promptly reports to the Ministry of Culture, Sports and Tourism on developments related to storm response and any damage that may arise during or after the storm makes landfall.
