Storm No. 3 (Wipha) changes direction, likely to strengthen, wind gusts level 14

According to the National Center for Hydro-Meteorological Forecasting, at 4:00 a.m. on July 20, the center of storm No. 3 (storm Wipha) was located at about 21.6 degrees North latitude; 115.4 degrees East longitude, in the northern sea area of the North East Sea, about 830km east of Quang Ninh - Hai Phong .

The strongest wind near the storm center is level 11 (103-117 km/h), gusting to level 14; the storm moves in a West Northwest direction at a speed of about 20-25 km/h.

At 4:00 a.m. on July 21, the storm moved mainly westward on the mainland northeast of Leizhou Peninsula (China) at a speed of about 20-25 km/h and was likely to strengthen, with the strongest winds at level 11-12, gusting to level 15. The affected area was the northern sea area of the North East Sea. Disaster risk level 3.

At 4:00 a.m. on July 22, the storm moved in a West-Southwest direction, over the sea of Quang Ninh - Ninh Binh at a speed of about 15 km/hour. The strongest wind speed was level 10-11, gusting to level 14. The affected area was the Northwestern sea area of the North East Sea, the Gulf of Tonkin. The natural disaster risk level was level 3.

At 4:00 a.m. on July 23, the storm moved west-southwest over the mainland of the Northern Delta and Thanh Hoa at a speed of about 10km/hour and gradually weakened into a tropical depression. The strongest wind was level 6, gusting to level 8.

The affected areas are the Gulf of Tonkin, coastal waters and mainland provinces and cities from Quang Ninh to Thanh Hoa. Disaster risk level 3.

From the next 72 to 96 hours, the storm will continue to move mainly in the West Southwest direction, traveling about 5-10 km/hour and continue to weaken further.

Due to the influence of the storm, the northern sea area of the North East Sea has strong winds of level 8-10, near the eye of the storm level 11-12, gusting to level 15; waves 5-7m high, rough seas. From the night of July 20, the northern sea area of the Gulf of Tonkin (including the special zones of Bach Long Vi, Co To, Cat Hai) has winds gradually increasing to level 6-7, then increasing to level 8-9, near the eye of the storm level 10-11, gusting to level 14; waves 2-4m high, near the eye of the storm level 3-5m high, rough seas.

From the afternoon of July 21, the sea area in the southern Gulf of Tonkin will have winds gradually increasing to level 6-7, near the storm center level 8-9, gusting to level 11, waves 2-4m high, very rough seas.

Along with that, due to the impact of the storm, the coastal areas of Hai Phong - Quang Ninh provinces had storm surges from 0.5m (Hai Phong) to 0.8m (Quang Ninh), combined with the tides creating a total water level from 4.1m (at Hon Dau, Hai Phong city) to 5m (at Bai Chay, Quang Ninh province), causing flooding in low-lying areas along the coast and river mouths at noon and afternoon on July 22.

From the evening and night of July 21, on the mainland from Quang Ninh to Thanh Hoa, winds will gradually increase to level 7-9, gusting to level 10-11; further inland, winds will increase to level 6-7, gusting to level 8-9; near the storm center, winds will increase to level 10-11, gusting to level 14.

Thunderstorm warning in Hanoi area

According to information from the National Center for Hydro-Meteorological Forecasting, through monitoring satellite images, thunderstorm location data and weather radar, convective clouds are still developing and causing rain in the Trung Gia and Kim Anh areas of Hanoi.

Warning: From 6am to 8am on July 20, this cloud area will continue to cause rain in wards/communes in Hanoi's inner city. During thunderstorms, there is a possibility of tornadoes, lightning and strong gusts of wind.

Faced with the above weather conditions, Head of Weather Forecast Department, National Center for Hydro-Meteorological Forecasting Nguyen Van Huong warned that thunderstorms, tornadoes, lightning, and strong gusts of wind pose a potential risk to people's lives and property.

Tornadoes often occur with severe thunderstorms. When there is a thunderstorm warning, people should take shelter in safe places in solidly built structures.

Heavy rain in many areas

The National Center for Hydro-Meteorological Forecasting said that on the day and night of July 20, the Northern and North Central regions will have scattered showers and thunderstorms, with some places experiencing heavy rain with rainfall of 20-40mm, and some places experiencing over 80mm.

In the afternoon and night of July 20, the Central Highlands and the South will have scattered showers and thunderstorms, with some places experiencing heavy rain with rainfall from 10-30mm, and some places experiencing over 60mm.

Thunderstorms may produce tornadoes, lightning, hail and strong gusts of wind. Localized heavy rains may cause flash floods on small rivers and streams, landslides on steep slopes and flooding in low-lying areas.

From the afternoon of July 21 to July 23, the Northern and North Central regions are likely to experience widespread heavy rain with rainfall ranging from 100-200mm, locally over 300mm; the Northeast, Northern Delta, Thanh Hoa and Nghe An regions will experience heavy to very heavy rain with rainfall ranging from 200-350mm, locally over 600mm.

Warning of risk of heavy rain over 150mm in 3 hours, thunderstorms with possibility of tornadoes, lightning and strong gusts of wind.

Heavy rain can cause flooding in low-lying areas, urban and industrial areas; flash floods on small rivers and streams, and landslides on steep slopes.

On the night of July 19 and early morning of July 20, the North, the area from Thanh Hoa to Quang Tri, the Central Highlands and the South will have scattered showers and thunderstorms, with some places having heavy rain. Provinces and cities from Thanh Hoa to Hue will have scattered showers and thunderstorms; in the North, there will be scattered showers and thunderstorms in the afternoon and at night, with some places having heavy rain.
