On the afternoon of July 20, the Chairman of the People's Committee of Nghe An province - Head of the Provincial Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense issued an urgent dispatch directing relevant units to promptly deploy measures to prevent storm No. 3, ensuring safety for people and vehicles operating at sea.
According to the National Center for Hydro-Meteorological Forecasting, at 4:00 p.m. on July 20, the center of storm No. 3 was located at about 21.8 degrees North latitude; 112.8 degrees East longitude, in the northern sea area of the North East Sea, about 560 km east of Quang Ninh - Hai Phong . The strongest wind near the center of the storm reached level 12, gusting to level 15. It is forecasted that in the next 24 hours, the storm will move in a West-Southwest direction at a speed of 20-25 km/h and is likely to directly affect the North Central Coast, including Nghe An.
Faced with the risk of serious impacts from the storm circulation, the Chairman of the Provincial People's Committee requested the Chairmen of the People's Committees of coastal communes and wards, the Border Guard Command, the Provincial Military Command, the Department of Fisheries and Fisheries Control and related units to strictly implement the following contents:
All types of ships and means of transport are absolutely prohibited from going to sea from 5:00 a.m. on July 21, 2025.
All ships operating at sea must urgently return to shore and anchor safely before 10:00 a.m. the same day.
This is an urgent measure to protect people's lives and property in the context of strong winds, big waves and heavy rain that are likely to occur over a large area.
The Chairman of the Provincial People's Committee requested that the authorities use all means of communication to continuously inform ships operating at sea about the storm's developments. At the same time, instruct ships to find safe shelter or move away from the danger zone.
In particular, localities need to organize guidance on anchoring boats, including fishing boats, tourist boats and transport ships at planned shelters; at the same time, have plans to relocate and reinforce aquaculture cage systems and floating houses to limit damage when storms make landfall.
The Steering Committee for Natural Disaster Prevention - Search and Rescue at all levels is responsible for regularly reporting the implementation results to the Provincial People's Committee, through the Standing Office of the Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense of the province.
According to statistics, Nghe An province currently has more than 3,400 fishing boats, of which about 600 boats regularly operate offshore.
