Readers sent questions to Thanh Nien Newspaper asking whether the degree from a regular university transfer program is equivalent to a regular university degree, and is there any difference from the work-study program?
Regarding this issue, previously, according to the regulations in Circular 19/2011 of the Ministry of Education and Training on the issuance of university graduation certificates, in the appendix with specific instructions on noting the training form on the university graduation certificate, the certificate will clearly state the training form as "full-time" or one of the forms "work-study", "distance learning", "self-study with guidance". This means that if studying at a university, the graduation certificate will clearly show the training form as "joint".
However, since March 1, 2020, Circular 27/2019 of the Ministry of Education and Training stipulates that the main content recorded on the diploma only includes information about the training level (bachelor's degree) and the training major. Therefore, currently, the joint university degree will no longer record the training form as "joint" as before.
In addition, the Law on Amendments and Supplements to a Number of Articles of the Law on HigherEducation, effective from July 1, 2019, stipulates: Higher education degrees in the national education system include bachelor's degrees, master's degrees, doctoral degrees and equivalent degrees. Learners who complete the training program, meet the output standards of the training level as prescribed, and fulfill the obligations and responsibilities of the learner will be granted a degree at the corresponding training level by the principal of the higher education institution.
Thus, it can be understood that a regular university degree and a part-time university degree are equivalent in value to a regular university degree.
However, according to Dr. Vo Thanh Hai, Vice Principal of Duy Tan University, although the training form is not stated on the diploma, the course transcript and diploma appendix will state the form of regular or part-time training. "The part-time system also has many differences from the regular system such as: method, time, location and training regulations," Dr. Hai added.
According to Dr. Vo Thanh Hai, not stating the training form on the diploma will be consistent with international practice, eliminating discrimination in training forms.
"Removing the content of training form will create fair opportunities, positive competition in improving the internal quality of each school and each training program; at the same time, expanding job opportunities for graduates," Dr. Hai shared.
Regular university bridging degree, part-time bridging degree equivalent to regular university degree
Regarding the conditions for articulation, according to Decision 18/2017 of the Prime Minister regulating the articulation between intermediate and college levels with university levels, intermediate and college graduates can continue studying university training programs in a suitable professional direction, or in another professional direction if they meet the conditions of the training program.
Also according to Decision 18/2017, the enrollment quota for regular and part-time programs must not exceed 20% of the enrollment quota for regular and part-time programs corresponding to the training major.
Admission to the transfer program between intermediate and college levels and universities is carried out by examination or selection or a combination of examination and selection as decided by the head of the higher education institution according to current regulations on university admission of the Ministry of Education and Training.
Accordingly, people with intermediate level diplomas who transfer to university level will be admitted together with high school graduates in the annual university entrance exam of higher education institutions.
Those with a college degree can enroll in a transfer program according to the forms decided by the higher education institution. They can enroll together with high school graduates in the annual university entrance exam or take a separate transfer program entrance exam that the higher education institution itself creates and organizes. The separate transfer program entrance exam subjects include: basic subjects, basic subjects of the industry, and specialized or vocational practice subjects.
Regarding the training program, students of the regular university bridging program study credits in the training program with regular students. Students of the part-time program study the content of the training program with corresponding part-time students.
