LIVELIHOOD DIVERSIFICATION
It can be said that in recent years, the work of poverty reduction, job creation, and social security has always received special attention from the Provincial Party Committee, the Provincial People's Committee, and all levels and sectors. At the same time, this is considered an important task that needs to be focused on, in order to maintain social stability and limit the gap between rich and poor among the people. If in 1997, the whole province had 31,818 poor households according to the old criteria, accounting for 28.9% of the total number of households, then in the period 2011 - 2015, the average annual poverty rate was only 3.15% and by the end of 2015, there were 2.65% of poor households (according to the old criteria).
This remarkable result is due to the fact that sectors and localities are very determined in leading and directing poverty reduction and job creation work associated with promoting production and business development in each locality, creating conditions for household economic development, creating jobs for idle workers, helping poor households escape poverty. The average annual job creation result is over 20,000 people, nearly 3 times higher than in 1997. In the period of 2021 - 2024 alone, the whole province has deployed support for 133 models and projects to diversify livelihoods and develop poverty reduction models (raising breeding cows, raising civets, raising chickens, Siamese ducks, growing safe vegetables, combined fish farming...) for over 1,500 poor, near-poor, and newly escaped-poverty households in districts, towns, and cities with a budget of nearly 17 billion VND from the National Target Program on Sustainable Poverty Reduction. At the same time, vocational training, technical guidance on poultry farming and disease prevention, improved extensive black tiger shrimp farming, crab farming... are provided to hundreds of workers.
According to the 2022 review results, the total number of poor households in the province is 11,497 households (accounting for 5.09%) and the total number of near-poor households is 14,775 households (accounting for 6.54%), but by the end of 2024, the whole province will have 1,581 poor households (equivalent to 0.69%) and 4,236 near-poor households (accounting for 1.86%). In general, the results of reducing the average poverty rate in the province have met and exceeded the assigned targets. This is the result of the close attention of Party committees at all levels, local authorities, close coordination between sectors, support, resource concentration and awareness, community responsibility, and efforts to escape poverty sustainably of the poor, near-poor, and people in difficult circumstances.
Along with the reduction in the poverty rate, the conditions for health care, stabilizing all aspects of the material, cultural and spiritual life of the people, especially the poor, people with difficult economic circumstances and conditions, have also been improved. At the same time, with the attention and coordination between all levels, sectors and socio -political organizations in propaganda, mobilization, supervision and criticism; the participation of the business community has created a spreading effect, consensus and positive response from all classes of people; policies to support poverty reduction have been seriously and synchronously implemented, creating increasingly better conditions in terms of resources to support poor households to effectively escape poverty. The evidence is that after a period of implementing policies to support the poor, a part of poor and near-poor households have improved their living conditions, better access to resources for development, created more jobs and increased income; Some basic social needs of the poor are met such as: housing, education, hygienic toilets, clean water, health insurance, employment... It can be said that the National Target Program for Sustainable Poverty Reduction has helped the poor have the opportunity to rise up, overcome difficulties, improve the quality of life, as well as raise awareness of their own responsibilities to proactively receive policies and support resources from the State and the community...

MANY VALUABLE LESSONS
After 28 years of implementing poverty reduction work, Bac Lieu has also drawn some valuable experiences. That is, the central ministries and branches need to study and provide more specific guidance on the implementation of the National Target Program on Sustainable Poverty Reduction 2026 - 2030, in order to limit the issuance of additional and replacement documents to avoid duplication between regulations. In addition, reduce the procedures and regulations in implementing projects and sub-projects of the program, especially procedures carried out by communes or people. When issuing documents guiding the use of the program's funding sources, financial agencies must organize training courses on spending instructions or direct training courses to communes to facilitate the implementation of the Central Government's support funds.
On the other hand, the timely and complete issuance of documents will be the basis and favorable conditions for implementing the contents of the program according to regulations. For activities with the same implementation method and the same impact objects, but different only in content, the contents will be integrated into the same activity, on the basis of specifying the presiding agency, in accordance with the provisions of law and periodically reviewed and adjusted to meet practical management requirements, in order to avoid overlap, causing waste of time and money. Assign specific responsibilities to Party committees and units in charge of support, assign party members, cadres, civil servants, public employees, union members - youth volunteers to help poor and near-poor households escape poverty, contributing to implementing the program more effectively and substantially, creating relationships and responsibilities between implementing agencies and units and program beneficiaries...
In addition, the implementation of projects and sub-projects must closely follow the viewpoints, policies, legal regulations and guiding documents of the Central Government, implement them with the right subjects and scope, with the participation of people and beneficiaries; ensure the principles of democracy, transparency, no duplication of resources, focused and key investment, with the participation and supervision of the community and society; ensure the objectives of the projects and sub-projects. Departments, branches and sectors from the province to the grassroots level have assigned and decentralized tasks to affiliated agencies and units for implementation. Increase the participation of people, communities and mass organizations in all activities of the program, from planning implementation, resource management, monitoring and evaluating results to enjoying the results of project activities and strengthen coordination between assigned state agencies and agencies, organizations and individuals participating in project implementation...
